The 1^st  Quảng Ngãi Provincial Party Congress for the 2025–2030 tenure concluded successfully, marking an important milestone.

With the participation of 450 official delegates, representing nearly 91,790 Party members across the province, the Congress, held on September 11-12, 2025, was of special significance as Quảng Ngãi became the first provincial-level Party Committee nationwide to organize its congress following the consolidation of administrative units in line with the Party Central Committee’s guidelines and regulations.

The atmosphere of the Congress was described as solemn, democratic, and well-prepared, reflecting the strong sense of responsibility of the Party committees, authorities, and the people of the province.

Politburo Member and Permanent Deputy Prime Minister Nguyễn Hòa Bình attended the Congress and delivered a directive speech.

The Congress conducted a comprehensive and objective review of the implementation of resolutions and key programs during the 2020–2025 term, highlighting significant achievements across the fields of economy, culture, society, national defense and security, as well as Party building and the political system.

The province’s economy has maintained a steady growth rate, averaging about 7.3 per cent per year.

The economic scale has expanded, with GRDP per capita in 2025 estimated at around US$ 3,979.

Average per capita income reached approximately VNĐ 54.89 million per year, increasing by about 9.4 per cent annually.

The economic structure has shifted in the right direction, with industry–construction and services accounting for 70.3 per cent of the GRDP.

Strong emphasis has been placed on the development of culture, education and training, and healthcare.

Social welfare and poverty reduction policies have been implemented synchronously, contributing to notable improvements in the material and spiritual life of the people.

Party building and the strengthening of the political system were regarded as crucial tasks.

Reforms in organizational structure, improvement of cadre quality, as well as intensified inspection, supervision, and anti-corruption efforts have been actively carried out to ensure integrity and efficiency.

Objectives and Tasks for the 2025–2030 Term

The Congress adopted the Resolution with strong determination, expressing the aspiration to make Quảng Ngãi a fairly developed province in the country.

The action motto of the Congress is “Solidarity – Democracy – Discipline”, together with breakthroughs in science, technology, innovation, and digital transformation; rapid and sustainable development; and strengthened national defense and security.

The Congress set out five major tasks:

Strengthen Party building and the political system, while consolidating public trust in the Party and local government.

Promote industrial development, with a focus on basic industries, and accelerate the formation of the National Oil Refining and Energy Center in Dung Quất Economic Zone.

Develop high-tech agriculture linked to processing and market access.

Boost tourism, turning Lý Sơn into a marine and island tourism hub and Măng Đen into a center for eco-tourism and resorts.

Effectively implement sustainable poverty reduction programs and improve people’s living standards.

The Congress also identified three breakthrough missions:

Invest in modern, synchronized infrastructure, with priority given to transport, urban areas, and technologies for digital transformation, green transition, and energy transition to ensure rapid and sustainable development in response to climate change.

Improve human resource quality, especially key leaders and managers at the provincial and grassroots levels, ensuring integrity, capability, innovative thinking, and credibility.

Promote administrative reform, develop digital government, advance science, technology, innovation, and digital transformation, enhance competitiveness, and foster international integration.

With these orientations, the Congress laid out strategic directions for Quảng Ngãi’s strong future growth, aiming for an annual economic growth rate of over 10 per cent in the coming years.

The program outlines guiding viewpoints, goals, key targets, breakthrough solutions, and detailed task assignments with clear timelines for execution.

1. Party Building and Governance

Innovate leadership methods and improve the capacity of Party committees.

Streamline and strengthen the two-tier local government system (province–commune) for efficiency and effectiveness.

Promote “Good Party Cells” and “Good Grassroots Party Committees.”

Improve recruitment and development of Party members.

Lead the upcoming National Assembly and People’s Council elections.

Advance administrative reform and digital transformation within the Party.

Strengthen inspection, supervision, discipline, and anti-corruption efforts, with emphasis on asset recovery.

Enhance leadership in national defense, security, and order.

2. Socio-Economic, Cultural, and External Affairs

Review and update the provincial master plan (2021–2030, vision to 2050).

Develop mid-term public investment and socio-economic development plans (2026–2030).

Improve education, training, healthcare, and public health.

Preserve and promote cultural and historical values.

3. Breakthrough Resolutions

High-quality human resource development.

Growth of key industries.

Sustainable agricultural production linked to processing and markets.

Sustainable tourism development.

Effective implementation of national target programs and ethnic policies.

Modern, integrated infrastructure for regional and national connectivity.

Administrative reform, improved governance, and stronger provincial competitiveness.

 At the closing session of the 1^st Quảng Ngãi Provincial Party Congress (2025–2030 term), Member of the Party Central Committee and Secretary of the Provincial Party Committee, Bùi Thị Quỳnh Vân, emphasized that the success of the Congress, as well as the province’s achievements in recent years, are vivid expressions of Quảng Ngãi’s tradition of unity, patriotism, and revolutionary spirit.

She stressed that the Congress showed strong determination, great effort, and decisive action.

Its success reflects the wisdom and will of the entire Party, government, and people of Quảng Ngãi, and has created momentum and confidence for the province to move forward with new energy and ambition.

Vân called on all delegates, Party members, officials, and civil servants not only to manage but also to act as true organizers and drivers of development.

She urged them to be proactive, creative, and flexible, warning that relying only on rigid orders, paperwork, and slogans would not lead to success.

She affirmed that the Congress set out strategic and breakthrough tasks, aiming to make Quảng Ngãi a more dynamic, comprehensive, and sustainable province with a growth target of over 10 per cent per year.

To achieve this, she requested that the new Provincial Party Executive Committee and all delegates immediately begin to disseminate, concretize, and implement the Congress’s resolutions with practical and actionable programs.

The Secretary also called on all levels of government, the Fatherland Front, socio-political organizations, the business community, armed forces, and the people of Quảng Ngãi—including those living across the country and abroad—to uphold the province’s proud revolutionary traditions, foster unity, innovation, and self-reliance, and turn aspirations into concrete results.
