Despite facing unprecedented global and domestic challenges, the province has made remarkable socio-economic progress.

The implementation of the 13th National Party Congress Resolution and the Resolution of the Provincial Party Congress for the 2020–2025 term took place in a period marked by global instability, economic slowdown, and the heavy aftermath of the Covid-19 pandemic. Natural disasters and epidemics added to the local difficulties.

With determination, unity, and effective leadership, the Party, Government, and people of the province have managed to overcome obstacles and achieve significant, well-rounded results.

 

The province’s Gross Regional Domestic Product (GRDP) is estimated at VNĐ 92,813 billion, growing by an average of 7.3 per cent annually, ranking 10th among 34 provinces and cities nationwide.

By 2025, the economic scale is projected to reach VNĐ 188,701 billion at current prices, ranking 23rd nationwide.

Industry, construction, and services account for more than 70 per cent of the economic structure, demonstrating a clear shift toward industrialization and modernization.

Per capita GRDP in 2025 is expected to reach US$ 3,979, while average income is estimated at VNĐ 54.89 million per person per year, rising 9.4 per cent annually.

Labor productivity is projected at VNĐ 91 million per worker, up 5.9 per cent per year.

The state budget collection consistently exceeded central targets, with an estimated total of VNĐ 170,204 billion over the 2021–2025 period.

Social investment capital during this time is expected to reach VNĐ 347,471 billion, reflecting the strong mobilization of resources for development.

Industry has been the driving force of provincial development. By 2025, industrial output is projected at VNĐ 185,401 billion, with an annual growth rate of 10.72 per cent.

The structure of industry has shifted in line with development goals, with processing and manufacturing taking the lead.

Agro-forestry-fishery processing has received significant investment, enabling local products—such as Ngọc Linh ginseng and herbal medicine—to gradually penetrate high-standard international markets.

The province has also promoted large-scale projects in heavy industry and energy. The Dung Quất Economic Zone and BờY International Border Gate Economic Zone, along with industrial parks and clusters, continue to attract major investors.

Key projects include the expansion of Dung Quất Oil Refinery, the Hòa Phát Dung Quất 2 Steel Complex, and several large gas and power plants (Dung Quat I, II, III).

The strategy to establish Dung Quất as a national center for petrochemicals and energy is being actively implemented.

 

Agriculture remains a vital sector, with an output of VNĐ 31,208 billion in 2025, growing by 4.7 per cent annually.

The province has restructured crops to boost productivity and invested in high-value, sustainable, and organic farming.

Land consolidation has allowed for larger fields and concentrated production zones, applying advanced technologies, biotechnology, and organic methods to meet both domestic and international demand.

Forest management has been strengthened, with forest coverage reaching 59.45 per cent.

More than 4,000 hectares have been allocated for Ngọc Linh ginseng cultivation, supporting the province’s goal of becoming a national hub for medicinal plants.

Fisheries have also moved toward sustainable practices, with stronger monitoring of exploitation, preservation, and aquaculture.

Efforts to combat illegal, unreported, and unregulated (IUU) fishing have gained widespread support from local authorities and communities.

The services sector continues to expand, with output estimated at VNĐ 49,434 billion in 2025, growing 6.05 per cent annually.

Retail and consumer services are expected to reach VNĐ 126,305 billion, while export turnover is projected at US$ 3.65 billion, more than doubling compared to 2020.

Domestic trade has flourished with expanded supermarket networks, ensuring stable supply-demand balance and effective market regulation.

Tourism is becoming an increasingly important pillar of growth.

By 2025, the province expects to welcome about 4.9 million visitors, generating VNĐ 2,640 billion in revenue.

Many initiatives have been launched to promote and connect tourism markets, focusing on unique products such as cultural-historical tours, eco-tourism, adventure tourism, spiritual journeys, and community-based experiences.

Lý Sơn Island is being developed into a national marine tourism hub, while Măng Đen has attracted strategic investors to upgrade infrastructure and services, positioning itself as an eco-tourism and resort destination.

Infrastructure investment has been identified as a breakthrough task and has delivered strong results.

The province has mobilized resources to expand industrial parks, strengthen power supply systems, and develop renewable energy projects, including hydropower, solar, and wind power with a total capacity of 1,191 MW.

Major transport projects are being accelerated, such as the North–South Expressway, coastal routes (Dung Quất–Sa Huỳnh, Hoàng Sa–Dốc Sỏi), bridges, and bypass roads.

Rural infrastructure, irrigation, and dike systems have also been upgraded, while IT, education, healthcare, culture, and science infrastructure have been expanded to meet development needs.

By 2025, the urbanization rate is expected to reach 35.62 per cent, with 92.5 per cent of urban households accessing clean water and 98.3 per cent of rural residents using hygienic water sources.

Living conditions in coastal, island, mountainous, and remote areas have improved significantly.

The province has prioritized administrative reform, actively removing barriers for businesses and improving investment policies. Dialogue with enterprises and investors has been maintained, while promotion programs have attracted both domestic and foreign capital.

From 2021 to 2025, the province approved 188 domestic projects worth VNĐ 121,956 billion, with implementation capital estimated at VNĐ 110,048 billion.

At the same time, 23 foreign direct investment (FDI) projects were licensed, with registered capital of about US$ 770 million and realized capital of US$ 483 million.

Public investment during this period supported 415 projects, of which 348 are expected to be completed by the end of 2025, creating widespread socio-economic impacts.
