On June 10, Vice Chairman of the Provincial People's Committee Đỗ Tâm Hiển chaired a conference to review the implementation of the National Target Programs (NTPs) on New Rural Development and Sustainable Poverty Reduction during the first six months of 2026.

Addressing the conference, Vice Chairman Đỗ Tâm Hiển acknowledged and highly appreciated the efforts and achievements of departments, agencies, units, and local authorities in implementing the two NTPs across the province in recent years.
He emphasized that the programs have contributed to raising awareness among the political system and local communities regarding poverty reduction and socio-economic development, particularly in ethnic minority and mountainous areas.

The province has also recorded steady reductions in poverty rates, while social welfare policies and support programs for ethnic minority communities have been implemented effectively and in a timely manner.
However, he noted that several shortcomings and challenges remain and require focused attention in the coming period.
He called on all departments and sectors to uphold their sense of responsibility, promote innovation and initiative, and strive to fulfill the targets and tasks related to new rural development and sustainable poverty reduction in 2026, thereby creating a solid basis for the successful implementation of the NTPs during the 2026–2030 period.
Vice Chairman Đỗ Tâm Hiển also urged local authorities to adopt more innovative approaches in implementing the NTPs, proactively review criteria and local needs, and develop task and project portfolios suited to local conditions for the 2026–2030 period.
He further stressed the importance of communication and public awareness efforts to help people better understand the objectives and significance of the programs, thereby enhancing community participation and promoting the role of citizens as key stakeholders in new rural development and sustainable poverty reduction.

During the first six months of 2026, departments, agencies, and localities focused on implementing key tasks under the NTPs on New Rural Development and Sustainable Poverty Reduction for the 2026–2030 period. Management and coordination were carried out in a synchronized manner, while numerous policies, mechanisms, and implementation plans were developed and issued, creating a foundation for effective local implementation.
According to the province’s 2026 targets, the overall poverty rate is expected to decline to 1.47 per cent, a reduction of 1.03 percentage points compared to the end of 2025, equivalent to 5,587 households escaping poverty. Of this figure, 3,752 households are expected to come from mountainous areas.
