New regulations on the provision of online public information and services by state agencies in the network environment

Accordingly, state agencies that publicize information on the network to organizations and individuals in accordance with the Law on Access to Information and the Law on Information Technology must provide the following information:

1. Legal and administrative documents under the promulgation competence or assigned to preside over drafting, clearly stating: document form, promulgation authority, number of symbols, date of promulgation, effective date, abstract, downloadable text file, text search facility provided. The provision of information on legal documents complies with the provisions of law and ensures synchronization with the National Database of Legal Documents or the Government Gazette of the Socialist Republic of Vietnam.

2. International treaties to which the Socialist Republic of Vietnam is a signatory and international agreements to which Vietnam is a party.

3. Administrative procedures, online public services, and work processes of state agencies are in accordance with the law, and they are integrated with the National Public Service Portal and the Service Portal for ministerial and provincial-level public servants.

4. Disseminating information and guiding the implementation of laws, regimes, and policies for the fields under the management of state agencies.

5. National and local socio-economic development strategies, programs, projects, schemes, plans, and master plans; planning of sectors and fields; methods and results of implementation; annual work programs and plans of state agencies.

6. Information on the functions, tasks, powers, organizational structure, and organizational chart of the agency and its affiliated units; address, phone number, fax number, and email address of the state agency; full name, position, working unit, phone number, and official email address of the cadre and civil servant acting as the contact point.

7. The annual financial statements are made public according to the provisions of the Law on Accounting; statistical information on the branches and domains under their management according to the provisions of the Law on Statistics; information on the list and results of scientific programs and topics in accordance with the Law on Science and Technology; and information on epidemics in accordance with the Law on Prevention and Control of Infectious Diseases.

8. A list of information must be made public, clearly stating the address, form, time, and time limit of disclosure for each type of information.

9. Other information required by law to be made public.

In addition to the information specified above, state agencies may provide other information according to their authority.

Information provided by state agencies in the network environment must be promptly updated after changes are made.
