Vice Chairman of the Provincial People’s Committee Trần Phước Hiền chairs the meeting

QUẢNG NGÃI – Quảng Ngãi Province has identified 102 power and renewable energy projects with a combined planned capacity of 3,088.15MW for the 2026-2030 period, as local authorities step up efforts to remove bottlenecks and accelerate project implementation.

The information was announced at the first meeting of the provincial Steering Committee for Power and Renewable Energy Development, chaired by Trần Phước Hiền, Vice Chairman of the Provincial People’s Committee.

According to the Provincial Department of Industry and Trade, the projects are included in the adjusted Power Development Plan VIII and the adjusted Quảng Ngãi Provincial Planning for 2021-2030, with a vision to 2050.

Regarding power transmission infrastructure, the 2025-2030 plan includes three 500kV substations with a combined capacity of 4,500MVA, namely Kon Tum, Kon Rẫy and Dung Quất, along with eight 220kV substations with a total capacity of 4,025MVA and associated transmission and connection lines.

As of November 2026, the province had 59 operational power plants with a combined installed capacity of 1,190.5MW, including 56 hydropower plants with 1,085.5MW and three solar power plants with 105MW.

Several projects are under construction and expected to become operational in 2026, including the 84MW Đắk Mi 1 Hydropower Plant, 19 small hydropower projects with a combined capacity of 288.5MW, and a wind power project that has completed construction, commissioning tests and partial commercial operation procedures.

In addition, 12 hydropower projects with a combined capacity of 139.4MW, a 160MW solar power project and a 103.5MW wind power project have received investment policy approval and are completing the necessary procedures and conditions for construction.

A further pipeline includes 25 small hydropower projects, five solar power projects, two wind power projects and one pumped-storage hydropower project, with proposed capacities of 261.9MW, 258MW, 200MW and 300MW, respectively.

Rooftop solar power has also expanded. By the end of October 2026, a total of 3,641 organisations and individuals had installed rooftop solar systems with a combined capacity of 437.11MWp.

Meanwhile, 2,901 households had installed systems with a total capacity of 49.43MWp. 80 businesses across 17 industrial parks and clusters had installed rooftop solar systems with a combined capacity of 99.75MWp.

Despite these developments, projects continue to face difficulties involving adjustments to investment policies following administrative boundary changes, investment and land regulations, investor selection procedures, site clearance and inconsistencies between power, provincial, construction and forestry plans.

Vice Chairman Hiền concludes the meeting

Concluding the meeting, Hiền asked the Department of Industry and Trade to review project implementation and identify priority projects requiring close monitoring and support.

Priority should be given to projects capable of commencing operation by the end of 2026, as well as those with favourable conditions for completing procedures and starting construction in 2027.

The Department of Finance was assigned to coordinate with relevant agencies to expedite the appraisal and completion of dossiers for projects seeking adjustments to their investment policies, while handling projects that fail to meet requirements or experience prolonged delays in accordance with regulations.

Regarding rooftop solar power, Hiền noted that installation rates among State agencies remained low.

He called for stronger efforts to encourage public institutions to install rooftop solar systems and for relevant agencies to facilitate procedures for households, businesses and other organisations.

The Department of Industry and Trade was also asked to finalise a draft resolution on support policies for household rooftop solar systems for self-production and self-consumption, together with electricity storage systems, for the 2027-2030 period, for submission to the Provincial People’s Council.

Hiền stressed the need for clear responsibilities, specific timelines and closer coordination among departments, local authorities and investors to accelerate power and renewable energy projects and ensure sufficient energy supply for  the province’s socio-economic development.
