Quảng Ngãi steps up implementation of 2026 National Target Programs

On October 23, Chairman of the Quảng Ngãi Provincial People’s Committee Nguyễn Đức Tâm, Head of the Provincial Steering Committee for National Target Programs, chaired a meeting to review implementation progress for the 2026–2035 period.

Nguyễn Đức Tâm stressed that little time remains in 2026, while a substantial amount of work remains to be completed. He urged departments and localities to act decisively to ensure continuous implementation of the programs.

Regarding public investment, he called for an urgent review of project progress, completed work and disbursement figures, followed by proposals to reallocate funds where necessary. The Department of Finance will consolidate these proposals for submission to competent authorities. Commune and ward chairpersons will be held accountable for disbursement results.

The Department of Agriculture and Environment (DoAE) was tasked with reviewing and finalizing relevant policies. Regulations under the authority of the Provincial People’s Committee and its Chairman must be completed before November 15, 2026, while matters under the Provincial People’s Council’s authority must be submitted for consideration at its December session.

Regarding the new-style rural development program, the DoAE will monitor progress against the relevant criteria in each of the 10 communes targeted to meet standards in 2026, while other agencies provide support and resolve difficulties.

The Chairman also stressed the need to ensure that projects meet local needs, with priority given to disadvantaged areas, ethnic minority and mountainous communities, and vulnerable groups.

Agencies must mobilize and combine lawful funding sources, use resources efficiently, prevent duplication and avoid scattered investment.

According to the Department of Agriculture and Environment, the province aims to have 10 communes meet new-style rural development standards in 2026 and reduce the poverty rate to 1.47 per cent. A recent review identified 5,701 households with the potential to escape poverty, exceeding the planned target. Localities are supporting these households through production development, livelihood creation, vocational training, employment and social welfare.

To date, two of the four national target programs have received 2026 funding, totaling VNĐ742.33 billion from central and local budgets.
