On November 5, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển chaired a meeting to address compensation and site clearance issues at VSIP I in Thọ Phong Commune and VSIP II in Đông Sơn Commune.

Scene of the meeting
According to VSIP Quảng Ngãi Co., Ltd., more than 539 hectares of the nearly 560-hectare VSIP I have been cleared, reaching over 96.3 per cent. The remaining 20.5 hectares are mainly affected by compensation policies, land-origin verification and resettlement.
At VSIP II, covering nearly 498 hectares, compensation plans have been approved for more than 220 hectares, with over 169 hectares cleared (nearly 34 per cent) and compensation payments exceeding VNĐ517 billion. However, only 13.2 hectares have so far been leased by the State.
The investor proposed prioritizing a contiguous area of 50–70 hectares at VSIP II to accelerate infrastructure development and attract investment in 2027.
Concluding the meeting, Vice Chairman Đỗ Tâm Hiển attributed the delays mainly to poor coordination and unclear responsibilities among relevant agencies and local authorities.

For VSIP I, he directed Thọ Phong Commune and relevant units to complete the handover of agricultural land and land managed by the commune before November 30, 2026. Land origins for residential plots must also be verified by that date, with dossiers submitted for approval before December 31. The investor was asked to prepare construction plans for areas where compensation has been paid.
For VSIP II, Đông Sơn Commune, the Provincial Land Fund Development Center and the investor must coordinate to resolve outstanding issues and encourage residents to receive compensation and hand over land before December 31, 2026.
Relevant units must review land origins and unresolved compensation cases at both industrial parks and submit proposed solutions to the Provincial People’s Committee by November 30. Policy-related obstacles must be promptly reported to competent authorities for consideration and resolution.
The Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority will support the relevant units in resolving technical issues at VSIP II.
Hiển also asked the Provincial Land Fund Development Center to review its organizational structure and responsibilities, establish clear implementation plans and deadlines, and accelerate site clearance and land handover to investors.
