According to the Department of Agriculture and Environment, the province has stepped up coordinated measures in line with central government directives, particularly the peak campaign launched under the Prime Minister’s Decision No. 1516/QĐ-TTg dated August 10, 2026.

As of October 25, 83 vessels lacked valid fishing licenses, down 52 from October 9, while 70 had expired inspection certificates, down 36. Another 167 vessels had been disconnected from vessel monitoring systems (VMS) for more than three months due to repairs, being laid up or remaining in port. Authorities have instructed owners to report anchorage locations and provide regular updates on their vessels’ status.

Electronic catch documentation and traceability through the eCDT system has also expanded. As of October 25, 4,795 fishing vessels were using the system, representing 99.5 per cent participation. Authorities have strengthened inspections of vessels entering and leaving ports to detect and handle violations.

Concluding the meeting, the PPC’s Vice Chairman Đỗ Tâm Hiển stressed that combating IUU fishing must remain a continuous priority, with decisive and coordinated action to prevent Vietnamese fishing vessels from violating foreign waters.

He ordered localities to complete eCDT installation for all remaining vessels by November 10, 2026; tighten fleet management, particularly for high-risk vessels; update anchorage information; and ensure that vessels failing to meet operating requirements do not go to sea.

Localities must also review temporary fish landing sites and promote support policies for occupational transition or the dismantling of vessels no longer in use, aiming to complete these tasks in 2026.

The Department of Agriculture and Environment was instructed to strengthen inspections, standardize fisheries data and maintain 24/7 VMS monitoring to promptly detect and strictly handle violations, while resolving outstanding disconnection cases reported since the beginning of 2026.

The Provincial Border Guard Command will tighten controls on vessels entering and leaving ports and monitor those operating near maritime boundaries. The Provincial Police will investigate suspected criminal cases, while civil judgment enforcement authorities must ensure that vessels undergoing enforcement proceedings do not engage in illegal fishing.
