On September 28, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển chaired a meeting to review the progress of projects on cadastral surveying and mapping, land registration, issuance of land use right certificates and development of land databases in 25 communes and wards in the eastern region and 40 in the western region of Quảng Ngãi.

According to the Department of Agriculture and Environment (DoAE), as of September 23, 2026, contracts had been signed for all 12 bidding packages under the project covering 25 eastern communes and wards. Contractors have started fieldwork and are coordinating with local authorities to arrange equipment, personnel and detailed work plans.
Implementation has faced difficulties due to the large area and frequent rain, while existing maps produced at different times require review and adjustment. DoAE, local authorities and contractors are working together to address these issues and ensure quality and progress.
For the project covering 40 western communes and wards, 21 localities have approved the technical designs and cost estimates and proceeded with subsequent procedures. The remaining localities have been urged to complete the required procedures.

Regarding land data enrichment and cleaning, 442,544 of 492,444 land parcels requiring upgrading from Group 2 to Group 1 have been completed, reaching 89.9 per cent.
As of September 18, the VBDLIS system contained 1,333,092 land parcels across 34 commune-level administrative units. Of these, 888,144 were classified as Group 1, 49,900 as Group 2, while 371,205 require declaration, registration, updating or supplementation. DoAE has assigned the Land Registration Office to complete this work.
Following administrative restructuring, 1,689 of 4,432 cadastral map sheets in 31 communes and wards have been edited. The database has also been converted and adjusted to the two-tier local government model in 26 of 34 commune-level administrative units. Data from 30 units has been synchronized with the National Land Information System and is awaiting approval.
Concluding the meeting, Vice Chairman Đỗ Tâm Hiển asked departments, agencies and local authorities to review delays, develop specific plans and clearly assign responsibilities to ensure completion of all tasks assigned by the central government in 2026.

He asked DoAE to make completion of land data a top priority, while commune- and ward-level authorities were requested to regard the task as a key political priority through the end of the year and strive to complete it ahead of schedule.
Localities that have not yet approved technical designs and cost estimates must complete the procedures before September 30, 2026, and finalize contractor selection before November 10. Contractor selection and contract signing must be completed by November 20.
