Chairman of the Provincial People’s Committee Nguyễn Đức Tâm pays tribute to fallen revolutionary soldiers at Kon Tum Prison Historical Site
QUẢNG NGÃI — Chairman of the Provincial People’s Committee Nguyễn Đức Tâm paid tribute to fallen revolutionary soldiers at the Kon Tum Prison Historical Site and inspected the Kon Tum Provincial Arts and Cultural Centre project on September 27, calling for a review of the project’s scale and its integration with the historical site.
Accompanied by Vice Chairman of the Provincial People’s Committee Nguyễn Ngọc Sâm and leaders of relevant departments and agencies, the delegation laid flowers and offered incense in memory of those who sacrificed their lives for national independence and freedom.
Kon Tum Prison is a nationally recognised historical site where many revolutionary soldiers were detained and tortured.
It now serves as a place to preserve historical values and educate younger generations about the country’s revolutionary traditions.

During the inspection, Chairman Nguyễn Đức Tâm inspected the implementation of the Kon Tum Provincial Arts and Cultural Centre project, which was designed to host cultural and artistic activities, exhibitions, conferences, performances and community events.
The project has an approved total investment of VNĐ90 billion, funded by the local budget and other lawful sources.
Implementation began in 2022. By 2025, cumulative capital allocation had reached VNĐ13.7 billion, all of which had been disbursed.
However, construction progress remains limited.
Work completed under the construction contract accounts for around 1.45 per cent of its value, mainly involving site preparation. Construction of the main structure has yet to begin.
The project investor has proposed reducing the building’s scale and shifting the focus towards an outdoor exhibition park and public cultural space.
The adjustment is intended to avoid duplication with existing cultural facilities, reduce construction and operating costs, and make more effective use of the site.
Chairman Nguyễn Đức Tâm asked the project management board to review the proposal and ensure that the project is closely integrated with the Kon Tum Prison Historical Site.
He called for consideration of a green park and landscaped public space connecting the area’s historical and cultural assets.
He also requested a comprehensive review of nearby projects to ensure coordinated planning and create a connected cultural landscape.
The revised approach should promote historical preservation, cultural activities, tourism and community engagement while avoiding wasteful public investment.
Any adjustments must safeguard the value of funds already allocated and appropriately address completed work, advances and existing contracts.
