On October 2, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển led a delegation to inspect and work with Petrovietnam Refining and Petrochemical Corporation (BSR) on the implementation of tasks under Conclusion No. 08-KL/TU dated September 29, 2025 of the Provincial Party Committee Standing Board.

According to the report, agencies and localities are actively implementing six key tasks outlined in the Conclusion. The province is working with central ministries and agencies to finalize mechanisms and policies for developing the National Refining, Petrochemical and Energy Center in the Dung Quất Economic Zone.
Regarding the Dung Quất Refinery Upgrade and Expansion Project, the project has entered the EPC design, procurement and construction stage. Site preparation has reached more than 2.33 million cubic meters, with handover expected in November 2026. BSR has also increased its charter capital to more than VNĐ50 trillion and is arranging additional financing for the project.

BSR is studying a 48-MW wind power project around the Dung Quất Refinery to provide green electricity. A temporary wind measurement tower has been installed, with 12 months of data collection expected to be completed in October 2026.
The 110kV connection line and substation project has been approved and is under contractor selection. BSR is coordinating with local authorities on compensation and site clearance, targeting completion in December 2026.
Vice Chairman Đỗ Tâm Hiển praised BSR and relevant agencies for their progress, particularly the provision of more than 2.33 million cubic meters of fill material for the refinery expansion project within about six months.
He requested BSR to submit a detailed implementation plan for its remaining tasks, including the EPC package and new office project, by October 15, 2026, and to coordinate closely with local authorities on resettlement and site clearance.
The province will establish a working group led by the Department of Agriculture and Environment to support and resolve difficulties facing projects in the Dung Quất Economic Zone.

The Vice Chairman also requested Vạn Tường Commune to strictly manage 67 hectares of land pending handover and accelerate site clearance for the 110kV project, targeting 60-70 per cent completion in November and full completion by December 2026. Nghĩa Lộ Ward was asked to promptly complete planning procedures for BSR’s new office project.
Provincial departments will coordinate with BSR and local authorities to resolve issues within their jurisdiction and ensure project progress. The province affirmed its continued support for BSR and its efforts to facilitate the implementation of key projects in the Dung Quất Economic Zone.
