Quảng Ngãi seeks to speed up Hòa Phát projects in Dung Quất EZ

QUẢNG NGÃI — Chairman of the Provincial People’s Committee Nguyễn Đức Tâm on August 8 inspected the progress of key projects invested by Hòa Phát Group in the Dung Quất Economic Zone and called for urgent action to remove obstacles hindering their implementation.

The inspection covered the Hòa Phát Dung Quất Iron and Steel Integrated Complex, Hòa Phát Dung Quất 2, Tân Hy Residential Area, Vạn Tường Resettlement Area, the Hòa Phát Dung Quất Rail and Special Steel Production Project, and the Central Region Maritime Safety Area at Dung Quất Port.

According to Hòa Phát, seven projects have been approved or are currently under implementation in the Dung Quất Economic Zone, with a total estimated investment of about VNĐ194 trillion and a combined land area of around 710ha.

The projects mainly focus on iron and steel production, with a total capacity of about 12.8 million tonnes of various steel products a year, including construction steel, hot-rolled coil (HRC) and railway rails.

They have created jobs for more than 16,000 workers, about 80 per cent of whom are local residents.

In 2026, Hòa Phát expects to generate revenue of around VNĐ140 trillion, with exports estimated at US$1.384 billion and State budget contributions of VNĐ11.7 trillion. The projects are expected to contribute approximately VNĐ900 billion to Quảng Ngãi’s budget.

The group has proposed expanding its rail and special steel production project by more than 76.9ha, increasing annual steel production capacity by two million tonnes and raising investment capital by about VNĐ20 trillion.

Hòa Phát also plans to develop three new projects, including infrastructure for the Bình Hòa–Bình Phước Industrial Park, a general cargo and container terminal at Berths 4 and 5 of Dung Quất Port, and infrastructure for the Ferro Industrial Park. These projects would require a combined land area of about 636ha.

However, several projects are facing difficulties related to site clearance, resettlement, land, planning and investment procedures.

Hòa Phát asked the province to speed up compensation and site clearance, complete land-lease procedures and resolve planning issues to create the necessary conditions for the projects to be implemented and put into operation as scheduled.

For the rail and special steel project, the group proposed adjustments to the zoning plan for the eastern Dung Quất industrial area to add a coal-gas pipeline serving production.

It also asked the province to complete procedures for the temporary lease of 5.3ha of cleared land in Vạn Tường Commune for the storage of materials and equipment, with the aim of putting the project into operation from the beginning of the first quarter of 2027.

Chairman Nguyễn Đức Tâm said Quảng Ngãi considers Hòa Phát a strategic investor and will continue to support the group in implementing its projects in the province.

He asked provincial departments, agencies and local authorities to review each issue raised by Hòa Phát, clearly identify responsibilities and authority, and promptly resolve matters within their jurisdiction.

Issues beyond their authority must be reported to the Provincial People’s Committee for consideration.

The Chairman stressed that Hòa Phát’s projects in Dung Quất are large-scale investments that are important to industrial development, job creation and State budget revenues.

Relevant agencies must therefore work closely together to remove bottlenecks related to land, compensation, site clearance, resettlement, planning and investment procedures.

At the same time, the province will continue supporting Hòa Phát in completing procedures for its proposed new projects, provided they comply with regulations, planning requirements and the province’s development orientation.

Chairman Nguyễn Đức Tâm also asked Hòa Phát to strictly comply with environmental protection requirements, control waste and minimise impacts on local residents and the surrounding environment. The group was urged to ensure occupational safety during construction and operation.

He further called on Hòa Phát to prioritise local workers, provide stable jobs and work closely with local authorities on compensation, site clearance and resettlement to balance the interests of businesses, the State and local residents.

These efforts are expected to accelerate the implementation of Hòa Phát’s projects while supporting stable and sustainable production and business activities in the Dung Quất Economic Zone.
