According to the Department of Agriculture and Environment, the 10 communes have met from three to nine of the 10 NRD criteria. Đăk Hà has met nine criteria; Nghĩa Hành, eight; Sơn Tịnh, Bình Sơn and Vạn Tường, seven each; Đăk Mar and Tịnh Khê, six each; Thọ Phong and Tư Nghĩa, four each; and An Phú, three.
Total funding for NRD implementation in 2026 is nearly VNĐ98.3 billion, including VNĐ39.9 billion allocated this year and VNĐ58.3 billion carried over from previous years.
Nine of the 10 communes have yet to meet Criterion No. 1 on planning. Some planning schemes are still being formulated, adjusted or awaiting appraisal and approval. Vạn Tường also faces difficulties related to zoning planning within the Dung Quất Economic Zone. Limited time and the approaching rainy season are additional challenges to infrastructure investment.

Leaders of localities report at the meeting
Vice Chairman Đỗ Tâm Hiển requested departments, agencies and localities to promptly address shortcomings and accelerate implementation to achieve the 2026 targets.

Vice Chairman Đỗ Tâm Hiển speaks at the meeting
The Department of Agriculture and Environment was assigned to complete guidance and templates for supporting documents and establish a working group to monitor and guide the 10 communes. Progress is to be reviewed monthly, with supporting documents completed concurrently with each fulfilled criterion.
Localities must formulate detailed implementation roadmaps, clearly assigning responsibilities, outputs and deadlines. They were also requested to mobilize and integrate available funding, prioritize essential projects directly contributing to unmet criteria, and ensure the full disbursement of allocated funds.
