The Quảng Ngãi Provincial People’s Committee has issued Plan No. 413/KH-UBND to implement the national strategy for developing Việt Nam’s retail market through 2030, with a vision to 2050, in the province.
The plan aims to develop the local retail and domestic trade markets in a modern, civilised and sustainable manner, contributing to economic growth and improving people’s living standards.
It also seeks to promote a balanced development of modern retail models, including supermarkets, shopping centres and e-commerce, while upgrading traditional trade activities.
By 2030, the province targets average annual growth of 10–10.5 per cent in total retail sales of goods and consumer service revenue.
E-commerce retail sales are expected to grow by 12–20 per cent annually, accounting for around 10–20 per cent of total retail sales and consumer service revenue.
The province also aims to have 60 per cent of local businesses applying e-commerce in their operations.
For the 2031–2050 period, total retail sales of goods and consumer service revenue are projected to increase by an average of 10.5 per cent annually, while e-commerce retail sales are expected to grow by 15–20 per cent a year and account for 20–30 per cent of the total.
More than 70 per cent of businesses are expected to adopt e-commerce.
To achieve these targets, the province will improve policies and the business environment, strengthen market supervision and step up the application of information technology and digital transformation in state management.
Modern technologies, including market data analysis systems, e-invoices and QR codes for product traceability, will be promoted to improve transparency and protect consumer rights.
The plan also focuses on upgrading traditional markets, encouraging investment in wholesale markets, supermarkets and shopping centres, and developing modern logistics infrastructure, including green logistics and cold supply chains.
Local businesses, cooperatives and household businesses will receive support in improving management and digital skills, adopting modern business models and expanding their presence on reputable e-commerce platforms.
Training programmes will also help consumers, particularly those in rural and mountainous areas, improve their ability to access and use digital technologies.
The province will strengthen inspections and supervision of online trading activities to combat counterfeit and substandard goods, food safety violations and practices that infringe consumer rights.
In addition, Quảng Ngãi will enhance cooperation with other provinces and cities to connect supply and demand, develop stable and environmentally friendly supply chains, and expand partnerships with international retail groups, cross-border e-commerce platforms and reputable international organisations.
These efforts are expected to improve the competitiveness of local retailers and promote the sustainable development of the province’s retail market.
