Quảng Ngãi promotes healthcare digital transformation for 2026-2030

The Provincial People’s Committee has issued Plan No. 371/KH-UBND on healthcare digital transformation in Quảng Ngãi for 2026-2030.

The plan aims to implement the Politburo’s Resolution No. 57-NQ/TW and relevant policies of the Government and the Ministry of Health, promoting comprehensive and sustainable digital transformation across the healthcare sector.

The plan puts people, patients and healthcare facilities at the center, with health data serving as the foundation and digital platforms, science, technology, innovation and artificial intelligence (AI) as key drivers.

By 2030, Quảng Ngãi aims to establish an integrated digital healthcare ecosystem connecting health authorities, medical facilities, preventive healthcare and grassroots health services, and strengthening cybersecurity and health data protection.

During 2026-2027, 100 per cent of eligible healthcare administrative procedures are targeted to be provided fully online, with 100 per cent of essential fully online healthcare public services applying AI in at least one stage of processing. User satisfaction is targeted at 95 per cent.

For 2028-2030, the satisfaction rate is expected to reach 99 per cent, while all fully online healthcare public services will apply AI in at least one stage. The province also targets 100 per cent digitization and reuse of healthcare administrative records and processing results.

By 2030, 100 per cent of healthcare facilities are expected to provide cashless payments and connect and share health insurance and medical data. The province will develop a centralized healthcare data repository integrated with the provincial IOC system.

In digital healthcare, the province targets 100 per cent electronic health records and electronic medical records, while at least 80 per cent of medical facilities are expected to provide telemedicine and online appointment services.

The plan focuses on developing digital infrastructure, data and human resources; expanding digital healthcare platforms; applying AI; ensuring cybersecurity and data protection; and improving public awareness of digital transformation.

The Department of Health will take the lead, coordinating with relevant departments, the provincial police, social security agency and local authorities to ensure effective implementation of the plan.
