On October 3, 2026, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển led an on-site inspection of compensation and site clearance for Component Project No. 1 under the project to build Chemical Brigade 88 of the Chemical Corps in Bình Minh Commune.
Vice Chairman Đỗ Tâm Hiển directs efforts to accelerate site clearance for Chemical Brigade 88 project
Following the inspection and reports from relevant agencies, Vice Chairman Đỗ Tâm Hiển requested the Department of Agriculture and Environment to guide Bình Minh Commune in determining land origins and implementing land acquisition, compensation and site clearance procedures in accordance with regulations.
The Bình Minh Commune People’s Committee was assigned to take the lead in compensation and site clearance, urgently reviewing land-use origins, issuing land acquisition notices, publicly disclosing compensation plans and holding dialogues with affected households. All compensation plans must be completed by November 2026.
The compensation sub-project for the resettlement area, cemetery relocation and resettlement arrangements must be fully completed and handed over to the investor by December 30, 2026. The resettlement area must have adequate infrastructure and better living conditions, and the cemetery relocation area must be properly concentrated and ensure environmental standards.

The investor was requested to closely coordinate with Bình Minh Commune in completing compensation procedures, finalizing relevant documents and submitting them for settlement in accordance with regulations. Areas where compensation and site clearance have been completed are to be allocated to the investor for management and project implementation.
The investor must promptly receive and manage the handed-over land and commence project implementation in completed areas.
