According to the proposal by the Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority (the Authority), upcoming projects are expected to require approximately 9,485 residential plots and 18,172 grave plots. Meanwhile, existing resettlement land remains limited and unevenly distributed, with some older areas lacking adequate or well-maintained infrastructure.

Leader of the Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority delivers a report at the meeting
To ensure sufficient land for compensation and site clearance, the proposal prioritizes investment in 15 resettlement areas covering approximately 503.31 hectares, with 12,899 plots and an estimated total investment of VNĐ7.693 trillion. Of these, around 8,826 plots are planned for development during the 2026–2030 period and the remaining 4,073 for after 2030.
The investment portfolio, scale, funding and schedule will be reviewed and updated based on actual demand, site clearance progress, approved plans and available resources.
The proposal emphasizes developing resettlement areas proactively and in coordination with site clearance, prioritizing key projects, industrial parks, urban areas, services, seaports and essential infrastructure.
Vice Chairman Đỗ Tâm Hiển stressed that identifying demand and preparing resettlement land for 2026–2030 is essential to ensuring the implementation of projects in the Dung Quất Economic Zone.

Vice Chairman Đỗ Tâm Hiển speaks at the meeting
He agreed with the proposed locations and directed the Authority to proceed with the identified sites while reviewing additional land reserves for resettlement and social housing, ensuring sufficient supply through 2045. Priority should be given to resettlement linked to urban development in the Vạn Tường Urban Area.
He also assigned the Authority to coordinate with relevant agencies to hand over completed resettlement areas to local authorities. Local authorities must manage these areas effectively, coordinate land allocation for affected residents and mobilize resources to support project implementation.
