Quảng Ngãi strengthens Tax Management to Prevent Revenue Losses

The Chairman of the Quảng Ngãi Provincial People’s Committee has issued Official Dispatch No. 10903/UBND-NC, calling for stronger tax management, more effective measures to prevent revenue losses and efforts to fulfil state budget revenue targets.

Under the directive, Quảng ngãi Tax Department is tasked with advising competent authorities on tax management and coordinating with relevant agencies and localities to implement comprehensive measures.

The department is required to strengthen the review, inspection and risk assessment of businesses showing signs of potential tax violations. These include newly established companies with unusually large transactions or invoices before dissolution or suspension of operations; businesses operating at unregistered or fictitious addresses; frequent changes in legal representatives, addresses, business lines or management structures; and companies reporting abnormal increases in expenses or revenue without corresponding warehouses, staff or infrastructure.

Other warning signs include unusually low social insurance contributions and personal income tax payments, low value-added tax liabilities due to nearly equal input and output values, and large VAT refund claims.

Targeted inspections will focus on high-risk sectors, including VAT refunds, e-commerce, digital platform-based businesses, transfer pricing and related-party transactions, real estate, petroleum, transport, construction, mining and cash-intensive businesses.

The Quảng Ngãi Tax Department will also coordinate with relevant agencies to establish mechanisms for sharing information, documents and inspection results among specialised authorities and the economic police, in accordance with the law.

The directive further calls for more effective communication of tax policies and regulations to improve compliance among businesses and residents. Penalties for tax evasion, including administrative and criminal sanctions under Article 200 of the Penal Code, will be clearly publicised to deter violations.

In addition, the province will strengthen public service discipline and political education among tax officials, while strictly handling cases of covering up, facilitating or colluding with businesses to commit tax fraud.
