The Chairman of the Quảng Ngãi Provincial People’s Committee has issued Official Dispatch No. 11154/UBND-KGVX, directing local departments, agencies and authorities to implement the conclusions of the Prime Minister on science, technology, innovation and digital transformation as drivers of socio-economic development.
The dispatch implements Notice No. 510/TB-VPCP dated October 1, 2026, issued by the Government Office, summarising the conclusions of the Prime Minister, who heads the Central Steering Committee for Science, Technology, Innovation and Digital Transformation, at a thematic meeting reviewing third-quarter results and the sector’s contributions to socio-economic development.
The provincial leader has instructed heads of departments and agencies, as well as chairpersons of commune-, ward- and special zone-level People’s Committees, to urgently review and resolve overdue tasks while strengthening discipline and accountability in implementation.
Relevant agencies and local authorities must comprehensively review assigned tasks related to science, technology, innovation, digital transformation and Project 06 under resolutions, programmes, plans and conclusions issued by central authorities, the Provincial Party Committee, the provincial steering committee and the Provincial People’s Committee.
Each task must be assessed against its deadline, required deliverables and actual results.
For delayed or at-risk tasks, agencies must clearly identify the causes, responsibilities, remedial measures, completion timelines and expected outputs. Overdue tasks must be resolved promptly, and new delays must be prevented.
Heads of agencies, units and local administrations are directly responsible for directing implementation and ensuring results.
Task assignments must follow the “six clear” principles: clear personnel, clear tasks, clear timelines, clear responsibilities, clear deliverables and clear authority.
The directive also calls for an end to the practice of leaving implementation entirely to specialist departments, submitting perfunctory reports or completing administrative procedures without delivering tangible results.
