According to the National Center for Hydro-Meteorological Forecasting, on the night of November 25, Typhoon KOTO entered the East Sea and became Storm No. 15, with wind strength at level 8, gusting to level 10.

The National Civil Defense Steering Committee has issued urgent directives requiring provinces from Quảng Trị to An Giang to implement preventive measures, prepare evacuation plans, and ensure the safety of residents and vessels. By 6:00 a.m. on November 26, authorities had notified and guided 49,327 vessels with 272,356 workers, ensuring no boats remained in dangerous zones. Reservoirs across Đà Nẵng to Đắk Lắk have been regulated to safe flood levels.

In Quảng Ngãi, 311 vessels with 4,145 workers are currently at sea, including 110 vessels operating near Trường Sa (Spratly Islands) and DK1. All have received storm updates and have been instructed to move to safe areas. The Provincial People’s Committee directed localities to strictly implement disaster prevention measures, closely monitor storm developments, and activate response plans as needed.

Deputy Prime Minister Trần Hồng Hà emphasized the need for updated flood maps based on recent historic floods, urging local authorities to re-assess risks and adjust long-term resettlement plans. He called on ministries and provinces to remain vigilant, proactively prepare all necessary scenarios, and ensure readiness to respond to any storm or flood situation.
