Speaking at the 7ᵗʰ online meeting of the State Steering Committee for nationally important energy programs and projects on January 13, chaired by Deputy Prime Minister Bùi Thanh Sơn, Vice Chairman of the Provincial People’s Committee of Quảng Ngãi, Trần Phước Hiền, highlighted several key energy developments currently underway in the locality.
According to Hiền, Quảng Ngãi is home to the Dung Quất Oil Refinery Upgrade and Expansion Project, along with the Dung Quất I, II, and III combined-cycle gas turbine power plant projects.
The Dung Quất Oil Refinery Upgrade and Expansion Project, invested by Bình Sơn Refining and Petrochemical Joint Stock Company, is being implemented during the 2021–2030 period at the Dung Quất Economic Zone.
To date, the project’s investment policy has been adjusted, the Front-End Engineering Design (FEED) approved, and EPC bidding documents issued.
Land-use planning, land allocation, and site clearance have been largely completed, covering approximately 108.2 hectares.
The investor is currently completing remaining procedures in preparation for construction.
Regarding the Dung Quất I and Dung Quất III power plant projects, which are invested by Việt Nam Electricity (EVN), progress has been constrained due to uncertainty over the supply timeline of natural gas from the Cá Voi Xanh (Blue Whale) gas field.
Although the provincial authorities have proposed alternative fuel options, the revised Power Development Plan VIII (PDP VIII) maintains that these projects will continue to rely on gas from Cá Voi Xanh and be implemented in sync with the associated gas-to-power project chain.
Meanwhile, the Dung Quất II combined-cycle gas turbine power plant, a 750 MW BOT project invested by Sembcorp Group, has had its feasibility study approved and is scheduled for operation during the 2025–2030 period under the revised PDP VIII.
The investor is currently working with the Ministry of Industry and Trade to carry out subsequent steps, including the signing of the BOT contract in accordance with regulations.
At the meeting, Vice Chairman Trần Phước Hiền called on the Government, the Ministry of Industry and Trade, and relevant agencies to continue paying close attention and to create enabling conditions for Quảng Ngãi Province and investors to effectively implement these energy projects in the coming period.
