Prime Minister chairs National Conference to accelerate Public Investment Disbursement

HÀ NỘI — Prime Minister Phạm Minh Chính on October 18 chaired the fourth national conference on accelerating public investment in 2025.

At the Quảng Ngãi conference venue, Nguyễn Hoàng Giang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, co-chaired the meeting along with Vice Chairmen Nguyễn Công Hoàng and Đỗ Tâm Hiển.

According to the Ministry of Finance, the total public investment capital from the state budget allocated by the Prime Minister amounts to VNĐ 897.25 trillion (approximately US$ 35.3 billion).

To date, central ministries, agencies, and localities have assigned detailed investment plans totaling VNĐ 871.05 trillion, reaching 97.1 per cent of the Prime Minister’s target.

As of October 16, disbursed public investment capital reached VNĐ 454.95 trillion, equivalent to 50.7 per cent of the annual plan. Nine central-level agencies and 17 provinces and cities recorded higher-than-average disbursement rates.

Participants at the conference analyzed several factors hindering disbursement progress, including land clearance difficulties, regulatory and policy bottlenecks, adverse weather conditions, lack of proactiveness among project owners and contractors, shortages of construction materials, and lengthy investment and appraisal procedures. They also proposed specific measures to accelerate public investment disbursement in the coming months.

Prime Minister Phạm Minh Chính commended ministries, agencies, and localities for their efforts and achievements, especially those with disbursement rates meeting or exceeding the national average.

He urged all ministries, central agencies, and local authorities to uphold their responsibilities and take more decisive action to ensure 100 per cent disbursement of public investment capital in 2025.

The Prime Minister emphasized strict adherence to government resolutions, directives, and instructions on capital allocation and disbursement, prompt allocation of remaining funds, and monthly and quarterly progress reviews for each project with clear accountability.

He also directed localities to assign individual responsibilities, considering disbursement outcomes as a key performance indicator for evaluating officials’ performance.

The Prime Minister called for stronger involvement of the entire political system in land clearance, improved communication to build social consensus, timely removal of policy and institutional obstacles, and thorough preparation for upcoming project groundbreakings and inaugurations to celebrate the 14th National Party Congress.
