Vice Chairman Đỗ Tâm Hiển: Implement highest-level measures to respond to Typhoon Fengshen

Amid the complex developments of Typhoon Fengshen (Typhoon No. 12) and widespread heavy rain and flooding, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển requested the entire political system to maintain the highest level of readiness to protect lives, property, and key infrastructure.

Scene of the meeting

At an urgent meeting on October 19, Vice Chairman Hiển directed departments and localities to strengthen coordination and promptly implement storm response measures.

According to the National Center for Hydrometeorological Forecasting, Typhoon Fengshen is moving northwest at 20–25 km/h with wind speeds up to level 9–10, gusting level 11–13, posing a risk of strong winds and high waves in the East Sea from October 20–22.

In Quảng Ngãi, strong winds and heavy rains are forecast from the evening of October 19, with total rainfall possibly reaching 200–400mm, locally over 500mm, likely causing flooding on rivers such as Trà Câu and Vệ.

The Provincial Civil Defense Steering Committee reported that all 6,422 fishing vessels have received storm warnings, and 59 mountainous communes have activated local response measures, including evacuation from landslide-prone areas.

Vice Chairman Hiển praised localities for their proactive preparations and ordered continued strict compliance with provincial directives on storm and flood prevention. He assigned the Department of Agriculture and Environment to coordinate with relevant units in monitoring hydropower and irrigation reservoirs, ensuring safe operations during heavy rainfall.

Border guards were directed to monitor offshore vessels and guide fishermen to safe shelters. Local authorities were instructed to reinforce homes, schools, and hospitals, and relocate residents from high-risk zones.

For schools located in areas likely to be affected by the storm, Hiển requested local authorities to regularly update weather conditions, proactively implement safety measures, and allow students to stay home if weather conditions are deemed unsafe.

Vice Chairman Hiển emphasized that local governments must take full responsibility for on-site storm response, prioritize human safety, and report promptly to the Provincial People’s Committee for direction in case of new developments.
