The meeting resolves difficulties and bottlenecks facing delayed projrects
Quảng Ngãi authorities are stepping up efforts to resolve difficulties and bottlenecks facing 111 stalled and long-delayed projects across the province, aiming to accelerate implementation and unlock resources for development.
At a meeting on August 25, Vice Chairman of the Provincial People’s Committee Trần Phước Hiền asked investors to review their projects and work out feasible implementation plans, particularly those meeting requirements on project progress.
He also called on relevant departments, agencies and local authorities to coordinate closely with investors in reviewing planning, completing land allocation and leasing procedures, and handing over project sites.
Any issues beyond the agencies’ authority must be promptly reported to the Provincial People’s Committee or competent authorities for resolution, he said, stressing that delays must not be allowed to affect project implementation.
According to the Department of Finance, the province currently has 111 projects facing difficulties and prolonged delays. Of these, 61 projects are eligible for special mechanisms and policies under National Assembly Resolution No. 29/2026/QH16 dated April 24, 2026, while 50 projects fall under the province’s own authority for resolution.
For the 61 projects covered by the special mechanisms, the Provincial People’s Committee has issued Plan No. 243/KH-UBND, setting out specific implementation timelines, assigning responsibilities and identifying provincial leaders directly in charge of relevant areas.
Of the 61 projects, 24 have been allocated or leased their full land areas, 17 have received part of their land areas, and 20 have yet to be allocated or leased land.
The Department of Finance has received all 61 project proposals from investors, completed the appraisal of 60 dossiers and guided investors to complete the remaining one.
The province has so far resolved 28 projects, while 33 remain under consideration.
For the other group of 50 projects under the province’s authority, the Provincial People’s Committee has issued Plan No. 313/KH-UBND to address their difficulties and bottlenecks. Sixteen projects have been resolved, while 34 are still being handled under the approved plan.

Vice Chairman Trần Phước Hiền instructed the Department of Finance to continue working closely with investors and prioritise projects that have made progress in site clearance.
Relevant agencies and localities were also asked to regularly review each project and promptly report emerging difficulties and recommendations to facilitate timely decisions.
The province will prioritise projects that meet all regulatory requirements rather than waiting to process multiple projects simultaneously, according to the Provincial People’s Committee.
