On August 24, Vice Chairman of the Đà Nẵng City People’s Committee Phan Thái Bình and Vice Chairman of the Quảng Ngãi Provincial People’s Committee Đỗ Tâm Hiển co-chaired a meeting with relevant departments, agencies and localities from both sides to discuss the development-space linkage scheme connecting Chu Lai – Dung Quất – Nam Giang – Bờ Y – East-West Economic Corridor 2.

The draft scheme envisions the area as a strategic economic space connecting the central coastal region with the Central Highlands, southern Laos, northeastern Thailand and Cambodia. It aims to establish an internationally competitive coastal-border economic corridor and a growth hub for industry, logistics, trade, high technology and innovation.

Under the proposed model, Chu Lai – Dung Quất would serve as the industrial and logistics core; Nam Giang – Bờ Y – East-West Economic Corridor 2 as the regional market-connectivity axis; and Đà Nẵng as a center for services, technology, finance and innovation.
At the meeting, Vice Chairman Đỗ Tâm Hiển asked the consulting unit to clarify the scheme’s objectives, economic impacts and contributions to Đà Nẵng, Quảng Ngãi and the national economy. The scheme should quantify impacts on economic growth, local and central budgets, international trade and the potential development of a large-scale logistics hub.

He also called for breakthrough mechanisms and policies that could create real momentum for the linked development space, while clearly identifying funding sources and responsibilities among the central government, local authorities and businesses.
For Quảng Ngãi, the scheme should further clarify Dung Quất’s role and its contribution to local and national growth, particularly in oil refining and petrochemicals, mechanical engineering, shipbuilding, metallurgy and related industries.
Concluding the meeting, Vice Chairman Phan Thái Bình requested the consulting unit to refine the scheme’s name, scope and objectives, with a clear roadmap to 2030 and a vision to 2045, while fully reviewing its political, legal and practical foundations and quantifying its economic impacts.

He emphasized the need for stronger decentralization and delegation of authority under the principle that “localities decide, localities implement and localities take responsibility.” The two localities should study the most appropriate coordination mechanism and prioritize special and breakthrough policies, while proposing major interregional transport links connecting Nam Giang – Chu Lai – Dung Quất – Bờ Y.
The consulting unit and the two economic zone management boards were asked to incorporate the meeting’s recommendations and complete the scheme and related reports for submission to the Đà Nẵng City People’s Committee and the Quảng Ngãi Provincial People’s Committee before August 28.
