QUẢNG NGÃI — Deputy Secretary of the Provincial Party Committee and Chairman of the Quảng Ngãi Provincial People’s Committee Nguyễn Hoàng Giang chaired a meeting on October 21 with departments, agencies, and local authorities — including communes, wards, and Lý Sơn Island special zone — to direct urgent measures in response to Storm No. 12 and possible flooding across the province.

According to the provincial Hydro-Meteorological Station, the storm is forecast to intensify to levels 7–8 on October 22, with coastal areas experiencing winds of levels 5–6 and gusts up to levels 7–8.

From October 23–26, as the storm weakens and moves inland, it is expected to bring widespread heavy rain, with rainfall ranging from 200–400mm, and in some areas exceeding 500mm, posing a high risk of major flooding, potentially above alert level III.

Following the provincial directives under Directive No. 06/CT-UBND and Telegraph No. 05/CĐ-UBND, relevant agencies and localities have activated their emergency response plans based on the “four on-the-spot” principle, prioritizing the protection of human lives and minimizing property losses.

The Provincial Border Guard Command has notified and guided all 6,422 fishing vessels in the province to move to safe shelters.

Currently, 309 vessels with 4,080 crew members operating offshore have received storm updates and are seeking shelter, while the remaining 6,113 vessels, including 941 docked at provincial ports, are safely anchored.

All 57 aquaculture cages around Lý Sơn Island have also been secured against the storm.

The province anticipates that 4,523 households with more than 14,200 residents may need to be evacuated if flood levels reach alert level II, particularly in the basins of the Trà Bồng, Vệ, Phước Giang, Trà Câu, Trà Khúc, Pô Kô, Đăk Bla, and Đăk To Kan rivers.

After hearing reports from departments and localities, Chairman  Nguyễn Hoàng Giang praised the proactive and decisive efforts of all units in implementing disaster prevention measures as directed by the province.

He warned that after the storm, complex weather patterns could continue, with potential risks to human life and property, and urged all agencies to closely follow central and provincial guidance, ensuring no casualties and minimal damage.

He emphasized the need for specific response scenarios for each type of disaster — storm, flooding in rivers and urban areas, and landslides in mountainous and coastal regions — ensuring that each locality has detailed, realistic, and locally adapted contingency plans.

Relevant departments and local governments were assigned clear responsibilities for command, coordination, and emergency response, ensuring seamless communication and timely rescue operations.

The Provincial People’s Committee has directed all localities to prepare materials, vehicles, and manpower, be ready for evacuations in high-risk zones, inspect reservoirs and critical infrastructure, and maintain round-the-clock duty throughout the storm period.

With a spirit of proactive, timely, and effective response, the provincial government has called on the entire political system, armed forces, and citizens to remain vigilant and united in protecting lives and property, striving to minimize the impacts of natural disasters.
