Vice Chairman of the Provincial People’s Committee Trần Phước Hiền chaired a meeting on January 9 to review and resolve difficulties facing several energy projects seeking adjustments to their investment policies in the province.
The meeting was attended by leaders of relevant departments, local authorities and project investors.
At the meeting, the Department of Finance and related agencies reported on the implementation of three energy projects: the KN IaLy Kon Tum Solar Power Plant, Đăk Lô 4 Hydropower Plant, and Đăk Pô Cô 1 Hydropower Plant.
All three projects have encountered obstacles, mainly related to implementation progress and legal procedures.
Vice Chairman Trần Phước Hiền stressed that any adjustment to investment policies must strictly comply with legal regulations, align with planning requirements, and ensure balanced interests among the State, investors and local communities.
He affirmed that the province will continue to accompany and support investors in addressing existing difficulties.
For the KN IaLy Kon Tum Solar Power Plant, the Vice Chairman assigned the Department of Industry and Trade to coordinate with the investor and work directly with the Ministry of Industry and Trade to clarify issues related to planning, mechanisms and policies.
The Department of Agriculture and Environment was tasked with reviewing legal conditions, especially land and water surface areas, and completing the review before March 1, 2026.
The Department of Finance was instructed to comprehensively review legal matters and propose adjustments to the investment policy, with completion required before April 1, 2026.
Regarding the Đăk Lô 4 Hydropower Plant, the Department of Finance was assigned to coordinate with relevant agencies and the investor to clarify the causes of delays and propose an extension of the project timeline. This must be completed before March 1.
For the Đăk Pô Cô 1 Hydropower Plant, departments and local authorities were requested to continue reviewing land-related issues, boundaries and overlaps, assess land allocation feasibility after capacity adjustment, and ensure compliance with environmental and legal requirements before reporting to the Provincial People’s Committee for further consideration.
