Politburo member, President of the Ho Chi Minh National Academy of Politics (HCMA), and Chairman of the Central Theory Council Nguyễn Xuân Thắng has recently met with the Standing Committees of the Quảng Ngãi and Kon Tum Provincial Party Committees.
The meeting focused on reviewing the implementation of the Resolution of the 11th Plenum of the 13th Party Central Committee.
At the meeting, Party Secretaries Bùi Thị Quỳnh Vân (Quảng Ngãi) and Dương Văn Trang (Kon Tum) reported on the key outcomes of implementing the 11th Plenum Resolution, especially regarding administrative unit reorganization and the development of a two-tier local government model.
Following the Party Central Committee’s directive on provincial-level administrative mergers, the Standing Committees of Quảng Ngãi and Kon Tum have jointly established six working groups to carry out the assigned tasks.
Notably, the group responsible for congress documentation has drafted a political report for the upcoming Party Congress of the newly merged Quảng Ngãi province (2025–2030 term), incorporating guidance from the Politburo and Nguyễn Xuân Thắng.
Speaking at the meeting, Nguyễn Xuân Thắng praised both provinces for their proactive and serious approach.
He emphasized that the political report must demonstrate a strategic vision and highlight Quảng Ngãi's strengths after the merger—spanning geographic location, natural conditions, and human resources.
He also stressed the importance of clearly identifying the number of officials and civil servants who will remain, be reassigned, or require policy adjustments after the merger.
Adequate attention must be given to living arrangements, transportation, and working conditions to ensure stability and allow personnel to perform at their best post-merger.
