To implement Forestry tasks in 2025

Vice Chairman of the Provincial People's Committee, Tran Phuoc Hien, has  requested Heads of departments, sectors, units under the Provincial People's Committee and Chairmen of People's Committees of districts, towns and cities to implement Forestry tasks in 2025.

 

They were assigned key tasks as follows:

Policy Awareness and Education

Thoroughly grasp and disseminate current policies and laws at both the central and local levels.

Innovate, diversify, and enhance the effectiveness of propaganda, mobilization, and education efforts.

Raise awareness and responsibility among the political system, cadres, party members, the business community, and the public to promote changes in awareness, behavior, and habits related to consumption, production, and daily life.

Actively denounce violations of forestry laws to contribute to the management, protection, and sustainable development of forests.

Forest Management

Manage forest and forestry land areas (three types of forests) in accordance with Provincial Planning, National Forestry Planning, and District-level Land Use Planning.

Deploy reviews, demarcation, marking, and boundary signage for the three types of forests.

Implement forest allocation and leasing associated with land allocation and forestry land leasing, ensuring that all forest and forestry land areas are allocated or leased to actual forest owners.

Strictly control the conversion of forest use purposes to prevent illegal forest destruction.

Allocate resources to conduct surveys to determine the current status of forests in the province, complete the updating, approval, and announcement of this status in 2024, and organize monitoring of forest changes in 2025.

Ensure that statistics and updates on the causes of forest changes are objective, honest, accurate, and reflective of reality.

Tree Planting Movement

Summarize and evaluate the "Tet Tree Planting to Forever Remember Uncle Ho" movement during the Spring of At Ty.

Focus on planting scattered forestry trees and concentrated forests in line with forestry targets and tasks for 2025.

Develop a sustainable forestry economy by promoting the multi-purpose value of forest ecosystems, diversifying types of forestry production, and establishing business organizations.

Implement stable and long-term contracts for forests, orchards, forestry land, and water surface land through the Provincial Protection Forest Management Board and Ba To Forestry Company.

Forest Product Management

Keep statistics and records of establishments that raise, grow, process, and trade forest products and plant varieties to facilitate effective management and supervision.

Strictly implement the management and traceability of legal forest products as outlined in Circular No. 26/2022/TT-BNNPTNT and Circular No. 22/2023/TT-BNNPTNT.

Establish public ownership of forest animal assets handed over by organizations and individuals after confiscation.

Fire Prevention and Planning

Review and supplement forest protection and forest fire prevention and fighting plans at all levels and for all forest owners.

These plans must clearly identify key areas at high risk of forest fires, hot spots, and sensitive areas where forestry law violations frequently occur.

Ensure that fire prevention and fighting means and equipment are operational and functional.

Have plans to coordinate forces for a prompt response to urgent situations in forest protection, fire prevention, firefighting, and forest product management.

Inspection and Enforcement

Organize inspections to prevent and handle issues promptly, ensuring that "hot spots" of deforestation, logging, encroachment on forestry land, and resistance to law enforcement do not arise.

Inspect, check, supervise, and strictly address violations of forestry laws by organizations and individuals.

Propose consequences and handling measures for heads of agencies, organizations, and localities in cases of deforestation, forest fires, and forest loss within their areas of responsibility.

Research and Policy Development

 

 

Focus on researching and removing difficulties and obstacles, and propose mechanisms and policies to improve the effectiveness of forest management, protection, and development.

Enhance the lives and incomes of forest workers, and attract legal resources for investing in forestry production, processing, and trading forest products to reduce pressure on forest resources.

Promote the application of science, technology, digital transformation, GIS technology, remote sensing, and drones in forest resource management and monitoring.

Encourage innovation and improve capacity for forest management, protection, development, and sustainable forestry economic development.

Fully and responsibly implement international commitments related to forest management, protection, and development, combat illegal timber and wildlife trade, and enforce forestry laws.

Promote integration and cooperation in all forestry sectors, develop raw material areas, expand product consumption markets, and enhance the processing and trading of forest products.

Focus on sustainable forest management and certification, biodiversity conservation, and forest environmental services.

Take advantage of international aid sources to effectively support forest management and protection and biodiversity conservation.
