He stressed that the restructuring process must go hand-in-hand with retaining and promoting capable and dedicated personnel.
Special attention must be paid to ensuring proper policies and support for affected officials, civil servants, and residents — particularly ethnic minorities and those with religious beliefs.
Surplus government facilities should be repurposed for essential services such as healthcare, education, and culture.
The General Secretary guided that the new Quảng Ngãi province, with an international border gate and a seaport, should leverage these advantages to become a regional hub connecting the Central Coast, the Central Highlands, and the Indochina region.
He also emphasized the need to identify breakthrough areas, invest in infrastructure, and attract population inflows.
Finally, General Secretary Tô Lâm called for the strict implementation of Directive No. 45-CT/TW on Party Congresses at all levels.
The preparation of documents and personnel work must be grounded in the post-merger reality, ensuring organizational stability, ideological cohesion, and a clear long-term strategic direction.
