Duties of Provincial People's Committee’s leaders

* Chairman of the Provincial People’s Committee, Nguyễn Hoàng Giang,

Provides overall leadership, direction, and management of all activities of the Provincial People’s Committee (PPC); leads the PPC members, heads of departments, agencies, units, enterprises under the PPC, and the People’s Committees of communes, wards, and special administrative zone within the province.

Directly oversees and directs the following areas of responsibility:

Formulation and implementation of provincial master plans, development plans, mechanisms, and socio-economic development policies;
Management of the provincial budget and public investment plans;
Organizational structure and personnel affairs;
National defense, security, inspection, human resource development, administrative reform, and administrative procedure control;
Digital transformation.

Leads the implementation of urgent or extraordinary measures in response to emergencies such as natural disasters, fires, explosions, epidemics, and issues related to public security, social order, and traffic safety.

Directly handles critical matters deemed necessary for timely decision-making and governance.

Maintains and coordinates working relations between the PPC and central ministries and agencies.

Concurrently serves as:

Chairperson of the Provincial Council for Emulation and Commendation;
Chairperson of the Provincial Military Service Council;
Head of the Provincial Traffic Safety Committee;
Head of the Provincial Steering Committee for Digital Transformation;
Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue;
Head of the Provincial Steering Committee for Border Affairs;
and Head of other steering committees as assigned by the Central Government and the Provincial Party Standing Committee.

Directly oversees and provides guidance to the following departments, agencies, and units:

Department of Home Affairs;
Department of Finance;
Provincial Military Command;
Provincial Police;
Provincial Inspectorate.

*Permanent Vice Chairwoman of the Provincial People’s Committee, Y Ngọc

Acts as Permanent Vice Chairwoman of the Provincial People’s Committee (PPC).

Represents the Chairman of the PPC in supervising and directing sectors and areas of work, and handles matters within the authority of the Chairman (except personnel affairs and budget management) when the Chairman is on official business outside the province.

Responsible areas of work:

Statistics;
External relations and foreign affairs;
Education, training, and vocational education (including universities, colleges, and intermediate-level institutions);
Culture, sports, and tourism;
Labor, war invalids, and social affairs;
Press, communication, and public information;
Family and child affairs;
Other social sectors;
Mass mobilization;
Youth affairs;
Implementation of the East Sea and Islands Program.

Assists the Chairman in directing and handling matters related to emulation and commendation, and internal affairs (except organizational structure, personnel appointment, and disciplinary matters).

Concurrent positions:

Head of the Provincial Steering Committee for the Advancement of Women;
Head of other provincial steering committees within assigned areas of responsibility.

Maintains coordination and working relations with the advisory and assisting bodies of the Provincial Party Committee, the Provincial People’s Council, the Provincial Vietnam Fatherland Front Committee, the Provincial Political School, and other associations and liaison boards within assigned areas.

Directs the assessment and compilation of periodic reports on the implementation of socio-economic development tasks and the maintenance of national defense and security on a monthly, quarterly, semi-annual, and annual basis.

Oversees the handling of voters’ petitions and responses to questions raised by members of the Provincial People’s Council.

On behalf of the Chairman, directly oversees and provides guidance to the following departments, agencies, and units:

Department of Foreign Affairs;
Department of Statistics;
Department of Education and Training;
Department of Culture, Sports, and Tourism;
Public service units under relevant sectors and fields.

Directly supervises the following communes and wards:

Kon Tum, Đăk Cấm, Đăk Bla, Ngok Bay, Ia Chim, Đăk Rơ Wa; Đăk Pxi, Đăk Mar, Đăk Ui, Ngọk Réo, Đăk Hà; Ngọk Tụ, Đăk Tô, Kon Đào; Xốp, Ngọc Linh, Đăk Plô, Đăk Pék, Đăk Môn, Đăk Long; Bờ Y, Sa Loong, Dục Nông.

* Vice Chairman of the Provincial People’s Committee, Nguyễn Ngọc Sâm,

Represents the Chairman of the Provincial People’s Committee (PPC) in supervising and directing the following sectors and areas of work:

Healthcare;
Ethnic and religious affairs;
Finance, pricing;
Monetary affairs, banking, state treasury, taxation, customs, auditing, and management of public assets (including state-owned housing);
Restructuring and reform of state-owned enterprises and public service units under provincial management;
Management of non-refundable aid not classified as official development assistance (ODA) from foreign organizations and individuals;
Implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021–2030 period.

Assists the Chairman in directing, urging, and organizing the implementation of conclusions and recommendations from audit agencies.

Concurrent positions:

Head of the Provincial Representative Board of the Vietnam Bank for Social Policies;
Head of the Provincial Steering Committee for Health Insurance;
Chairperson of the Provincial Lottery Supervision Council;
Head of other steering committees within assigned sectors.

* Vice Chairman of the Provincial People’s Committee, Trần Phước Hiền,

Represents the Chairman of the Provincial People’s Committee (PPC) in supervising and directing the following sectors and areas of work:

Industry, trade, and electricity;
Science and technology;
Inspection (assisting the Chairman);
Investment, trade, and tourism promotion;
Enterprise operations within the province, and mechanisms and policies for enterprise development and support.

Assists the Chairman in directing, urging, and implementing post-inspection and post-audit conclusions and recommendations.

Handles matters related to administrative sanctions and the settlement of petitions, complaints, and denunciations within the sectors under the Chairman’s supervision.

Concurrent positions:

Chairperson of the Provincial Council for Innovation Evaluation;
Chairperson of the Provincial Council for Science and Technology;
Head of other steering committees within assigned sectors.

Maintains coordination and working relations with the Provincial Union of Science and Technology Associations and other professional associations or liaison committees related to the assigned fields.

Provincial Inspectorate (assisting the Chairman);

Nguyễn Nghiêm, Đức Phổ; Nghĩa Hành, Đình Cương, Thiện Tín, Phước Giang; Long Phụng, Mỏ Cày, Mộ Đức, Lân Phong; Ba Dinh, Ba Tơ, Ba Vinh, Ba Động, Đặng Thùy Trâm, Ba Vì, Ba Tô, Ba Xa; Nghĩa Lộ, and Ya Ly.

* Vice Chairman of the Provincial People’s Committee, Nguyễn Công Hoàng,

Represents the Chairman of the Provincial People’s Committee (PPC) in supervising and directing the following sectors and areas of work:

Construction;
Urban management and development;
Transport and communications;
Justice;
Civil judgment enforcement.

Assists the Chairman in directing the preparation and implementation of the provincial master plan.

Concurrent positions:

Head of the Provincial Steering Committee for Civil Judgment Enforcement;
Chairperson of the Provincial Council for Legal Dissemination and Education Coordination;
Head of other steering committees within assigned sectors.

Maintains coordination and working relations with associations and liaison boards related to the assigned fields.

Trà Câu; Ba Gia, Trường Giang, Sơn Tịnh, Thọ Phong; Tư Nghĩa, Vệ Giang, Nghĩa Giang, Trà Giang; Sơn Tây, Sơn Tây Thượng, Sơn Tây Hạ; Sơn Hạ, Sơn Linh, Sơn Thủy, Sơn Kỳ; and the Lý Sơn Special Zone.

* Vice Chairman of the Provincial People’s Committee, Đỗ Tâm Hiển,

Represents the Chairman of the Provincial People’s Committee (PPC) in supervising and directing the following sectors and areas of work:

Agriculture and rural development;
Economic zones, industrial parks, and industrial clusters;
Marine economy;
Collective and cooperative economy;
National Target Program on New Rural Development;
National Target Program on Sustainable Poverty Reduction;
Climate change response programs;
Natural resources, environment, and minerals;
Disaster prevention and search and rescue;
Fire prevention and firefighting.

Directly supervises and handles issues related to the Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority (for major, complex, or sensitive matters, the Vice Chairman must report directly to the Chairman before making any decisions).

Concurrent positions:

Chairperson of the Provincial Land Price Appraisal Council;
Standing Vice Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue;
