On July 6, Deputy Prime Minister Hồ Quốc Dũng chaired a national conference on accelerating the implementation of the National Target Programs on New Rural Development, Sustainable Poverty Reduction, and Socio-economic Development in Ethnic Minority and Mountainous Areas for the 2026–2035 period (Phase I: 2026–2030).

According to the Ministry of Agriculture and Environment, the institutional framework for the new phase has largely been completed. By June 2026, a total of 54 legal and guidance documents had been issued, creating a unified legal basis for nationwide implementation.
Localities have also begun adopting implementation plans, commune classifications, and budget allocation mechanisms, while integrating the three National Target Programs to improve efficiency and resource utilization.
Quảng Ngãi has proactively prepared for the new implementation phase by issuing key resolutions, establishing the provincial steering committee, classifying communes, and approving plans for the OCOP Program, rural tourism development, and the three National Target Programs for 2026–2030.

The province is also accelerating the disbursement of more than VNĐ 1.76 trillion in carried-over funding while preparing the necessary conditions for synchronized implementation across the province.
Concluding the conference, Deputy Prime Minister Hồ Quốc Dũng commended ministries, sectors, and localities for their proactive efforts in completing institutional frameworks and preparing resources.
He called on relevant ministries to promptly allocate central budget funding, strengthen guidance and supervision, accelerate public investment disbursement, and resolve implementation bottlenecks.
Local authorities were urged to finalize implementation plans, complete detailed capital allocation, strengthen monitoring and evaluation, and ensure that program resources are managed transparently, efficiently, and in accordance with regulations to achieve the development objectives for the 2026–2030 period.
