Conference discusses measures to improve Provincial Competitiveness Index
QUẢNG NGÃI — Quảng Ngãi Province held a conference on Wednesday to discuss measures to improve its Provincial Competitiveness Index (PCI), with local authorities stressing the need for substantive changes in the business and investment environment.
The conference was attended by provincial leaders, representatives of departments, local administrations and businesses.
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Nguyễn Đức Tâm chaired and addressed the conference.
The event also featured presentations and discussions by Đậu Anh Tuấn, Deputy Secretary General of the Vietnam Chamber of Commerce and Industry (VCCI), and Bùi Anh Tuấn, Director General of the Department for Private Enterprise and Collective Economy Development under the Ministry of Finance.

Speaking at the conference, Chairman Nguyễn Đức Tâm said the event provided an opportunity for Quảng Ngãi to objectively assess its PCI performance, identify weaknesses and their underlying causes, and agree on practical measures for improvement.
He emphasized that the province is entering a new development phase, with greater development space but also higher demands for governance capacity and the mobilisation of resources to drive growth.
Quảng Ngãi recorded positive socio-economic results in 2025. Its gross regional domestic product (GRDP) grew by 10.02 per cent, placing the province among the localities with the highest growth rates in the country.
State budget revenue exceeded VNĐ36 trillion (US$1.4 billion), marking the fifth consecutive year the province has surpassed the central government's assigned estimate.

According to VCCI's 2025 Business Performance Index (BPI), Quảng Ngãi ranked eighth among 34 centrally governed provinces and cities.
However, the province's 2025 PCI performance did not fully reflect its potential, advantages and development requirements, according to the chairman.
He called for frank assessments and appropriate adjustments in governance and administration to turn the province's potential and advantages into stronger growth drivers.
Improving the PCI, he stressed, should not be viewed simply as a way to raise the province's ranking.
More importantly, it should lead to tangible improvements in the quality of public administration and services for businesses.
The province should strengthen business confidence, create a more favourable environment for investment, production and business activities, and regard the satisfaction of businesses and residents as an important measure of administrative performance.

At the conference, businesses also presented recommendations and openly discussed difficulties they face, providing valuable input for Quảng Ngãi to develop more effective and practical solutions to improve its PCI.
The provincial authorities said they would focus on coordinated action and substantive improvements rather than pursuing higher rankings.
