Vice Chairman of the Provincial People’s Committee Nguyễn Công Hoàng, head of Working Group No. 2, chaired a meeting on August 13 with relevant departments, agencies and localities to review the implementation and disbursement of the 2026 public investment plan and speed up projects in the eastern part of the province.
Hoàng noted there is little time left in 2026 while a large amount of capital remains to be disbursed.
He called on heads of agencies, local authorities and project owners to take greater responsibility and implement decisive measures to accelerate project implementation and capital disbursement.
Public investment disbursement should be regarded as a key political task and an important criterion for assessing the performance of agencies and localities, he said.
Project owners were asked to urge contractors to mobilise sufficient workers, machinery and equipment and take advantage of favourable weather conditions to speed up construction while ensuring project quality.
They were also instructed to promptly make payments for completed work and propose the transfer of capital from delayed projects or those unlikely to disburse funds to projects with greater demand and capacity to absorb capital, in accordance with regulations.
Particular attention should be paid to resolving bottlenecks related to compensation, support and resettlement, Hoàng said, asking relevant agencies to urgently complete necessary procedures, hand over cleared sites to contractors and begin construction of projects and work items that are ready for implementation.
He also called on the Provincial Project Management Boards for Transport, Civil and Industrial Construction, as well as the Provincial Land Fund Development Centre, to take decisive action to ensure the full disbursement of capital advanced from the Financial Reserve Fund and improve the efficiency of capital use.

Commune- and ward-level authorities were requested to accelerate the appraisal and approval of compensation, support and resettlement plans and hand over cleared land for construction.
Meanwhile, the Department of Finance was tasked with regularly monitoring and updating the national average public investment disbursement rate, reporting provincial disbursement figures weekly and making the information public.
The province aims to achieve a disbursement rate higher than the national average.
In 2026, the total public investment capital allocated to project owners under Working Group No. 2 stands at about VNĐ3.989 trillion (US$151 million), including VNĐ50 billion from the central budget and VNĐ3.939 trillion from the provincial budget.
Compared with the previous review on July 9, disbursed capital has increased by about VNĐ195 billion.
Among the project owners under Working Group No. 2, 46 have recorded disbursement rates at or above the national average, while 16 remain below the national average.
