Vice Chairman of the Quang Ngai Provincial People's Committee, Trần Phước Hiền, has signed Official Dispatch No. 1985/UBND-KTN, directing intensified efforts to combat illegal, unreported, and unregulated (IUU) fishing and prevent local fishing vessels from violating foreign waters.
Provincial departments and localities are instructed to strictly implement tasks outlined in Directive No. 2716-CV/TU dated March 28, 2025, and follow provincial guidance to help the country lift the European Commission’s "yellow card" warning during its fifth inspection.
Authorities are required to closely monitor offshore fishing activities, promptly control and prevent local vessels and fishermen from illegally entering foreign waters.
All fishing vessels must reach 100 per cent compliance in terms of registration, licensing, and installation of vessel monitoring systems (VMS).
Localities are asked to allocate funding and mobilize resources to assist disadvantaged vessel owners in equipping VMS devices.
The Provincial Border Guard Command is tasked with coordinating with the Ministry of National Defense to strictly handle violations, particularly by vessels that have long operated outside local oversight and repeatedly breach foreign maritime boundaries.
The Provincial Police are to enforce criminal regulations under Resolution No. 04/2024/NQ-HĐTP regarding IUU fishing-related offenses, and ensure local police forces monitor, prevent, and address potential violations.
The Department of Agriculture and Environment is assigned to compile reports and prepare materials as required by the Government and for working sessions with the European Commission's inspection team.
The Quang Ngai Fishermen Support Fund is requested to consider supporting VMS installation for financially struggling vessel owners, and to actively collaborate with relevant agencies to ensure timely assistance for fishermen—contributing to the national goal of lifting the EC’s yellow card.
