Quảng Ngãi pushes to accelerate public investment disbursement through 2025

QUẢNG NGÃI — Vice Chairman of the Quảng Ngãi Provincial People’s Committee, Nguyễn Công Hoàng, has directed relevant departments, sectors and localities to develop a weekly progress plan to speed up public investment disbursement from now until the end of 2025.

The instruction was given at a meeting on October 28, which reviewed the implementation and disbursement progress of public investment projects in the eastern area of Quảng Ngãi Province.

Speaking at the meeting, Hoàng requested departments and localities to urgently review their lists of projects, assess implementation progress, identify specific causes of delays, and propose remedial solutions.

The goal, he said, is to ensure the completion of assigned public investment disbursement targets by December 31, 2025.

The total public investment capital planned for 2025 in the eastern area amounts to VNĐ 5.557 trillion, including VNĐ 1.214 trillion from national target programmes, VNĐ 4.285 trillion for public investment projects managed by provincial agencies, and VNĐ 58 billion from other development sources.

As of October 24, 2025, VNĐ 1.57 trillion has been disbursed, reaching 37 per cent of the plan. Of this, provincial departments and agencies have disbursed VNĐ 1.437 trillion out of VNĐ 4.125 trillion (35 per cent), while localities have disbursed VNĐ 134 billion out of VNĐ 160 billion (83 per cent). The remaining undisbursed capital totals VNĐ 2.715 trillion.

According to reports, the biggest bottleneck in project implementation across the eastern area lies in site clearance and compensation.

Land origin verification remains complicated due to multiple transfers and unclear ownership, land acquisition dossiers involve many procedures, and some investors and units have yet to act decisively, causing delays in handing over land to contractors.

Vice Chairman Hoàng urged all departments, agencies and localities to mobilise maximum resources and step up site clearance efforts to ensure timely handover of land for project construction.

Provincial departments were asked to provide close guidance and hands-on support to local authorities and investors under the principle of “hand-in-hand instruction”.

He also called for stronger communication and dialogue with affected residents to quickly resolve land-related complaints, emphasising that site clearance is the key bottleneck that must be addressed to ensure overall project progress.

Hoàng assigned project owners to proactively review and report to the Department of Finance before October 30, 2025, proposing adjustments or reallocation of capital among similar projects.

Priority should be given to settling completed work volumes while balancing and allocating funds promptly and efficiently.

He stressed the need to develop detailed weekly and monthly disbursement schedules for each project to speed up public investment disbursement towards the year’s end, aiming for a higher disbursement rate than the national average.

For projects funded by land-use revenue in 2025, Hoàng requested relevant units to review and cut unnecessary projects to reduce total investment capital, focusing resources on disbursing central budget funds and accelerating national target programmes.
