The session was chaired by Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Nguyễn Đức Tuy, together with Vice Chairpersons Nguyễn Cao Phúc, Nguyễn Thế Hải, and Nghe Minh Hồng.

Attending the session were Member of the Party Central Committee and Provincial Party Secretary Hồ Văn Niên, leaders of provincial departments and localities, and 70 delegates of the Provincial People’s Council.
At this session, the Council considered proposals on converting forest land to implement the 220kV Dung Quất 2 substation and transmission line project; regulations on fees for land data not yet included in the national land information system; and additional budget estimates from non-refundable international aid sources.
Delegates also discussed expenditure assignments in natural resources and environment, lists of land plots for investor selection through bidding (Phase 5).
The session additionally reviewed regulations on work permit fees for foreigners, authorization of administrative certification procedures at commune-level People’s Committees, and policies for personnel affected by the transition to the two-tier local government model before July 1, 2025.
In his opening remarks, Chairman Nguyễn Đức Tuy emphasized that the 12 agenda items and draft resolutions are significant and necessary for current administrative and sectoral operations.

He noted that the Council’s committees had conducted appraisals, and relevant departments had provided consultations and explanations to ensure the proposals are comprehensive and legally sound.
