Vice Chairman of the Provincial People’s Committee on September 18 held a working session with the People’s Committees of Trà Câu, Đức Phổ, Sa Huỳnh wards, and Nguyễn Nghiêm, Khánh Cường communes to review socio-economic development following the recent administrative merger and implementation of the two-tier local government model.
At the meeting, local leaders reported on the socio-economic development after the merger from July 1, 2025.
The communes and wards have focused on strengthening administrative structures to ensure effective, efficient governance, maintaining unity, and implementing political tasks promptly and comprehensively.
They have achieved positive results in socio-economic development, while ensuring national defense, security, public order, and social safety.
The localities have also advanced the application of digital platforms to support the two-tier government model.
Public administrative service centers are operating effectively, ensuring smooth processing of administrative procedures for residents and businesses.
The merger has optimized administrative structures and created opportunities for socio-economic growth.
However, challenges remain, including heavy workloads at the commune and ward level, insufficient numbers of civil servants—particularly in land management and construction—and uneven qualifications among staff, leading to multiple concurrent responsibilities.
Technical issues with specialized software, incomplete digitalization of land and financial databases, and limited infrastructure for digital transformation also pose obstacles.
These communes and wards proposed several solutions: additional staff allocation aligned with job requirements, enhanced professional training for grassroots civil servants, updated guidelines tailored to the two-tier model, and upgraded software systems to streamline administrative processing.
Vice Chairman Trần Phước Hiền acknowledged and praised the achievements to date, urging local authorities to resolve difficulties decisively, focus on implementing key socio-economic tasks, and strive to meet all targets, contributing to the province’s goal of 10–10.5 per cent growth in 2025.
He emphasized that under the two-tier system, communes and wards are granted greater authority and bear full responsibility for state management and public services. Therefore, civil servants must continuously improve their capacity and adopt innovative administrative practices.
He also called on localities to strengthen inter-regional cooperation in addressing cross-cutting issues such as defense and security, disaster response, epidemics, and environmental protection; accelerate site clearance for projects and disbursement of public investment; enhance revenue collection; develop agriculture, forestry, and fisheries sustainably; advance new rural development; and ensure social welfare.
The Vice Chairman requested communes and wards to arrange public service centers in accessible locations with adequate facilities, ensure uninterrupted administrative services, and urged provincial departments to provide timely guidance and support in land management, investment, administrative reform, digital transformation, and technical infrastructure.
