Online conference on combating illegal, unreported and unregulated (IUU) fishing

On the evening of November 11, Prime Minister Phạm Minh Chính chaired the 21st session of the National Steering Committee on Combating Illegal, Unreported and Unregulated (IUU) Fishing. According to the Ministry of Agriculture and Environment (MoAE), as of November 8, 2025, 1,810 out of 79,734 fishing vessels nationwide (2.27 per cent) were unqualified for operation. Local authorities have compiled lists of these vessels and assigned grassroots administrations and functional forces to manage their anchorage locations until they meet operating standards.

From 2024 to November 8, 2025, a total of 21,800 vessels were detected losing connection for more than six hours, exceeding the permitted boundary, or remaining disconnected for over ten days. Of these, 95.84 per cent have been handled, including 3,890 fined cases (17.84 per cent).

In Quảng Ngãi province, as of November 7, 2025, the Department of Agriculture and Environment reported that 4,723 out of 4,853 vessels had been licensed under the new quota (100 per cent of active fishing vessels). The province has completed vessel registration, marking, and full data entry into the national fisheries database VNFishbase. A total of 130 vessels not meeting operational standards have been listed and placed under strict supervision.

Since early 2024, Quảng Ngãi has fully handled all serious IUU violations, imposing administrative fines totaling nearly VNĐ 30 billion on 597 vessels.

Concluding the conference, Prime Minister Phạm Minh Chính commended the efforts and responsibility of ministries, sectors, and localities, noting that this week’s results showed positive improvement compared to the previous week.

The Prime Minister assigned the MoAE to finalize a comprehensive report to the European Commission (EC) based on weekly updates, ensuring standardized formats, accurate data, and full reflection of EC’s concerns. The MoAE will also coordinate with relevant agencies to prepare technical working plans for the upcoming EC inspection mission.

The Prime Minister urged media agencies to intensify communication and highlight good practices in IUU prevention and sustainable fisheries development, as well as to publicize sanction results to enhance deterrence and awareness.

He emphasized that removing the EU’s “yellow card” warning is not only a task but also a matter of Việt Nam’s honor and international credibility.
