Quảng Ngãi reviews 2025 implementation of Politburo’s Resolution 57

Quảng Ngãi — The Provincial People’s Committee on December 4ᵗʰ held a meeting to review the implementation of the Politburo’s Resolution No. 57-NQ/TW on science–technology breakthroughs, innovation and digital transformation in 2025, and to outline key tasks for 2026.

The meeting was chaired by Vice Chairman Trần Phước Hiền, with the participation of leaders of relevant departments, sectors and the Provincial Party Committee Office.

According to the Department of Science and Technology, 2025 marked a significant shift in carrying out Resolution 57, as the province recorded strong progress across digital infrastructure, institutional reforms, human resources development and administrative modernisation.

Immediately after the Resolution was issued, the province organised extensive dissemination activities for more than 13,000 officials and Party members.

It also launched the “Digital Literacy for All” programme across the province, attracting over 210,000 learners, of whom 148,000 completed basic digital skills certification.

Communication on digital transformation was expanded across multiple platforms, contributing to greater public awareness of the role of science, technology and innovation in socio-economic development.

The province promptly introduced a series of policy documents to synchronise digital governance after administrative restructuring, including Plan 359-KH/TU, Programme 95-CTr/TU, Decision 327/QĐ-UBND, Plan 41/KH-UBND and Decision 608/QĐ-UBND. These have formed the foundation for unified digital platforms, applications and data systems.

Telecommunications infrastructure continued to improve, with 100 per cent of villages covered by 3G/4G services.

5G networks were deployed in industrial parks and urban areas, while fibre-optic coverage reached 69.13 per cent of households.

Shared provincial information systems were consolidated — including the document management system, e-portals of 96 communes, the LGSP platform and the provincial reporting system — helping maintain an electronic document processing rate of 98–99 per cent at provincial and communal levels.

In administrative reform, the province implemented more than 1,600 cross-boundary public administrative procedures and provided all eligible online public services.

Online submissions reached 73.79 per cent; digitalised records 80.94 per cent; and data reusability nearly 80 per cent — an important step towards a unified “single digital gateway.”

More than 1,400 community digital technology groups with over 12,000 members were consolidated to support citizens in using digital services. Numerous training programmes on digital skills, cybersecurity and AI were also widely deployed.

Many key science, technology and innovation indicators exceeded targets: 15 science–technology enterprises (120 per cent of the target); 14 public science and technology organisations (116 per cent); 12 researchers per ten thousand people (171 per cent); 23 Scopus/ISI publications (600 per cent); 38 recognised public-sector innovations (190 per cent); 14 start-ups and 20 commercialised products from provincial competitions; 15 projects supported by the provincial budget; and the establishment of the Provincial Centre for Digital Transformation and Innovation.

The province announced 13 major science and digital transformation challenges aimed at fostering cooperation among government, scientists and businesses.

The provincial data centre operates with a three-layer firewall and 24/7 cybersecurity monitoring, ensuring protection of critical information systems in coordination with the provincial police and national cybersecurity networks.

However, shortcomings remain, such as slow institutional updates, inconsistencies in inter-agency processes, lack of breakthrough innovation, uneven digital infrastructure across regions, limited performance of some community digital teams, and constraints in mobilising social resources for digital transformation.

Concluding the meeting, Vice Chairman Hiền praised the efforts of departments and agencies and emphasised that leadership responsibility is key to effective implementation.

He urged leaders at all levels to maintain a proactive and decisive approach, identify shortcomings and promptly adopt effective solutions.

For the upcoming period, the Department of Science and Technology was tasked with coordinating with the Provincial Party Committee Office and relevant agencies to develop the 2026 implementation plan for Resolution 57 with clear objectives, indicators and responsibilities.

The department will also study the establishment of an advisory group to support provincial leaders in directing and monitoring the implementation of the Resolution.

Departments, sectors and localities were asked to prioritise developing databases and formulating major provincial problem statements, particularly in agriculture, health, education and construction.

They must also review the effectiveness of ongoing digital platforms and applications, and timely propose adjustments to improve government performance.

Localities were requested to allocate sufficient resources to maintain and enhance the effectiveness of the “Digital Literacy for All” programme, support citizens in accessing digital technologies, and develop training plans for 2026 to meet emerging requirements.
