HÀ NỘI — On the afternoon of December 18, Prime Minister Phạm Minh Chính chaired an online conference to review one year of implementation of the Government’s Action Programme for Resolution No. 57-NQ/TW, five years of the Master Programme on State Administrative Reform, and four years of Project 06.
The conference was connected nationwide. At the Quảng Ngãi connection point, the meeting was chaired by Chairman of the Provincial People’s Committee Nguyễn Hoàng Giang.
The implementation of Project 06 and Resolution No. 57-NQ/TW on digital government development and administrative procedure reform associated with digital transformation has continued to record strong progress, contributing to the modernisation of national governance and improving service quality for citizens and businesses.
To date, the National Public Service Portal has been connected and integrated with 151 information systems and databases, providing nearly 4,790 online administrative procedures.
Approximately 34 million successful online payment transactions have been recorded, helping the State save more than VNĐ2.5 trillion annually.
Efforts to promote administrative reform in line with the 2021–2030 socio-economic development strategy have delivered positive outcomes.
In 2024, Việt Nam ranked 71 out of 193 countries in the E-Government Development Index, up 15 places compared to 2022, while its Global Innovation Index stood at 44 out of 132 economies, rising four places.
During the 2021–2025 period, ministries, sectors and localities implemented more than 3,800 administrative reform initiatives, reducing and simplifying over 3,000 administrative procedures related to production and business activities.
These efforts shortened processing time by more than 29,300 days and saved nearly VNĐ50 billion in annual compliance costs.
At the conference, leaders of the ministries of Science and Technology, Public Security, Education and Training, Justice, and Agriculture and Environment, along with representatives of local authorities, presented reports and discussions on implementation results and proposed key orientations, tasks and solutions for the coming period.

Concluding the conference, Prime Minister Phạm Minh Chính highly appreciated the decisive and coordinated leadership and direction in implementing the programmes and projects from the central to grassroots levels, which has produced concrete results and positive changes in the development of science and technology, innovation and digital transformation.
He noted the gradual formation of the “three-house” ecosystem, the rollout of strategic technological products and digital services for citizens and businesses, and improvements in both the quantity and quality of the digital workforce.
While acknowledging the achievements, the Prime Minister also pointed out existing shortcomings that need to be addressed.
He called on ministries, sectors and localities to act more decisively, particularly in eliminating outdated procedures, strengthening decentralisation and delegation of authority, and clearly defining the responsibility of heads of agencies in leading science and technology development, innovation, digital transformation and green transition with a spirit of determination, unity and concerted action.
The Prime Minister stressed the need to enhance the effectiveness of task forces supporting the Government’s Steering Committee, continue improving institutions and policies, and assign clear responsibilities to each ministry, sector and locality.
He emphasised that the implementation of science and technology development, innovation, digital transformation, administrative reform and Project 06 must be carried out in a comprehensive, coordinated and effective manner, creating breakthroughs to enable Việt Nam to keep pace with, advance alongside and rise within the region and the world.
