Chairman of Provincial People's Committee has directed the drastic implementation of tasks and solutions to promote disbursement of public investment capital in the last months of 2024.
Authorities were directed to deploy important tasks and solutions as follows:
- Seriously, resolutely, synchronously and effectively implement the tasks and solutions to promote the disbursement of public investment capital as directed by the Provincial People's Committee.
- Maximize responsibility in public investment capital management, and conduct regular site inspections to speed up construction progress.
- Conduct acceptance and prepare payment records as soon as the volume is completed.
- Strictly handle cases of contractors violating contract progress and quality.
- Proactively and decisively direct and assign competent staffs to regularly be present at the construction sites.
- Focus on coordinating with localities to speed up the progress of compensation, site clearance and resettlement.
- Make advances, recover advances, accept and pay investment capital in accordance with regulations and as soon as the volume is available.
- Urgently complete the acceptance and settlement of completed projects and those in the process of completing settlement documents and procedures.
- Strictly implement the reporting regime according to regulations.
- Take full responsibility if the delay in reporting and providing information affects the direction and administration of the Provincial People's Committee.
- Take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee for the disbursement results of investment capital sources of the agencies and units under their management.

The Department of Natural Resources and Environment (DoNRE) was assigned to guide and remove difficulties and obstacles, and advise the Provincial People's Committee to remove difficulties and obstacles related to new regulations taking effect of the 2024 Land Law and related Decrees, especially projects related to compensation and site clearance in accordance with the provisions of the law on land and related legal provisions. In addition, DoNRE was requested to urge the disbursement of public investment capital in 2024, strengthen the inspection and supervision of project implementation progress, and speed up the implementation progress and disbursement of public investment capital.
The People's Committees of districts, towns and cities take responsibility and proactively handle and resolve difficulties and problems in compensation, site clearance and resettlement to promptly implement projects, strengthen propaganda and mobilize people to implement the State's policies and guidelines on compensation, site clearance and project implementation.
Quang Ngai State Treasury will create favorable conditions for investors to make disbursement, payments and refund of investment capital in the last 2 months of the fiscal year.
The Department of Planning and Investment continues to monitor and update the disbursement results of the 2024 capital plan of investors until December 31, 2024 and January 31, 2025, and promptly report to the Chairman of the Provincial People's Committee for consideration and direction of handling.
