Speaking at the opening session of the Congress on the morning of September 11, 2025, Politburo member and Permanent Deputy Prime Minister Nguyễn Hòa Bình highly appreciated the careful preparation of the Quảng Ngãi Provincial Party Committee.
He noted that the province had strictly followed Politburo Directive No. 45 and the guidelines of the Party Central Committee on organizing Party congresses at all levels, in preparation for the 14th National Party Congress.
Deputy Prime Minister Bình also underlined that the merger of Quảng Ngãi and Kon Tum provinces has created a larger and more promising administrative unit.
He stressed, it is not merely a change in administrative boundaries but also a strategic turning point, opening a new development space that combines the dynamic coastal region with the majestic and culturally rich Central Highlands.
To realize the aspiration of building Quảng Ngãi into a relatively developed province and a key growth pole in the Central Highlands region, he called on the Congress to focus discussions on major issues.
These include building a clean and strong Party organization and political system, with special attention to developing a capable cadre contingent that meets the requirements of the new period.
He urged Quảng Ngãi to ensure smooth and effective operation of the two-tier local government model; to maximize potential and advantages to create economic breakthroughs with the target of double-digit growth; and to urgently review, integrate, and update provincial planning in line with regional and national plans.
The Deputy Prime Minister also emphasized the importance of implementing effective social welfare policies, sustainable poverty reduction, and special care for remote, mountainous, and ethnic minority areas, ensuring that no one is left behind.
In addition, he requested Quảng Ngãi to accelerate the Government’s program of cutting and simplifying administrative procedures related to production and business, with people and businesses at the center and their satisfaction as the benchmark.
Regarding administrative reform, he stressed, it must go hand in hand with digital transformation, aiming for a friendly, transparent, and efficient public administration capable of providing all public services on digital platforms, beyond geographical limitations.
