Quảng Ngãi, October 15 – Chairman of the Provincial People’s Committee Nguyễn Đức Tâm and Vice Chairman Nguyễn Ngọc Sâm attended an online national conference on implementing the National Target Programme on cultural and social development, rural development, and ethnic minority and mountainous areas for 2026–2035 on Thursday.
The conference was chaired by Prime Minister Lê Minh Hưng, who also heads the Central Steering Committee for the Programme.
The Programme integrates four previous national target programmes covering new-style rural development and sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas; cultural development; and the modernisation and improvement of education, training, healthcare and population services.
Under Resolution No. 46/2026/QH16, adopted by the National Assembly on August 24, 2026, the programme aims to coordinate resources and improve the effectiveness of policies across these sectors.
Total funding for the 2026–2030 period is estimated at more than VNĐ808.55 trillion.
At the conference, representatives of central ministries outlined the programme’s implementation mechanisms, funding allocation and management, and arrangements for coordination and oversight.
Provincial and municipal authorities also discussed challenges and issues requiring clarification ahead of implementation.

Addressing the conference, Prime Minister Lê Minh Hưng stressed that integrating the programmes must deliver tangible improvements in management and the use of public resources, while reducing overlapping procedures and responsibilities.
He emphasised that the restructuring must not reduce the programme’s objectives, scope, beneficiaries or existing entitlements, nor interrupt ongoing policies and support during the transition.
The Prime Minister called on ministries and localities to clearly define responsibilities, strengthen decentralisation and prioritise projects that directly improve people’s living conditions.
He also urged authorities to accelerate the disbursement of funds carried forward from the 2021–2025 programmes and ensure transparent, efficient use of public resources.
Implementation results will be assessed based on actual outcomes, disbursement progress, the effectiveness of funding and improvements in people’s living standards.
