On September 10, Deputy Minister of Agriculture and Environment Võ Văn Hưng held a working session with the Provincial People’s Committee to address challenges in the early implementation of the two-tier local government model in the fields of agriculture and environment.
Vice Chairman of the Provincial People’s Committee Trần Phước Hiền, along with leaders of relevant departments and localities, attended the meeting.
In line with Prime Minister’s Directives No. 110/CĐ-TTg and 111/CĐ-TTg on administrative reform and digital transformation, the Ministry of Agriculture and Environment has established 10 working groups, led by deputy ministers, to directly engage with localities.
The aim is to ensure consistency in decentralization and improve state management efficiency.
At the meeting, Quảng Ngãi officials raised issues related to land pricing, land allocation and leasing authority, land-use planning after administrative mergers, as well as overlaps in forestry management and difficulties in irrigation service pricing.
They stressed that unresolved obstacles could slow down task implementation and impact the province’s socio-economic development.
Vice Chairman Hiền requested stronger guidance and legal frameworks from the Ministry to help the province effectively implement the new model.
Deputy Minister Hưng praised Quảng Ngãi’s proactive and determined approach, urging the province to continue aligning with newly issued laws, modernize governance methods, and strengthen support for citizens and businesses.
He affirmed that the Ministry would review and report local concerns to higher authorities for timely solutions, creating favorable conditions for the effective operation of the two-tier local government model.
