Prime Minister Phạm Minh Chính chairs second meeting on breakthrough Development of Social Housing

HÀ NỘI, October 11, 2025 — Prime Minister Phạm Minh Chính, head of the Central Steering Committee on Housing and Real Estate Market Policies, on Saturday chaired the committee’s second meeting, focusing on measures to accelerate the breakthrough development of social housing nationwide.

At the Quảng Ngãi provincial site, the meeting was chaired by Vice Chairman of the Provincial People’s Committee Nguyễn Công Hoàng.

According to the Ministry of Construction, as of the first nine months of 2025, 132,616 social housing units have been under construction across the country, with 73 new projects launched totaling 57,815 units.

Of the 100,275 planned units, 50,687 have been completed (50.5 per cent), and an additional 38,600 units are expected to be finished by year-end, bringing total completion to 89 per cent of the 2025 target.

Sixteen provinces and cities — including Hà Nội, Hồ Chí Minh City, Đà Nẵng, Huế, Bắc Ninh, Hải Phòng, Ninh Bình, Đồng Nai, Hưng Yên, Nghệ An, Quảng Ninh, Thái Nguyên, Cà Mau, Quảng Trị, Quảng Ngãi, and Tuyên Quang — are projected to meet or exceed their assigned targets.

In Quảng Ngãi Province, the 2025 target of 240 units has reached 20 per cent completion with 48 units finished and 220 under construction.

The province is expected to deliver 268 units by year-end, achieving 112 per cent of its target. Quảng Ngãi has also designated 19 sites for future social housing projects, covering a total of 271.79 hectares.

Prime Minister Phạm Minh Chính praised ministries and localities for their efforts in implementing the national social housing program and urged them to remove obstacles, mobilize resources, and ensure timely execution of the 2025 plan.

He emphasized that local governments must resolve land-related issues, ensure synchronized infrastructure and stable zoning, and facilitate land allocation and procedures for investors.

The Prime Minister also called on enterprises to actively participate, reduce investment costs, and balance the interests of the state, businesses, and citizens — particularly low-income and vulnerable groups.

Regarding commercial housing development, the Prime Minister instructed localities to design appropriate, market-oriented policies and introduce tax measures to curb speculation and prevent excessive price inflation.
