Quảng Ngãi launches 100-day campaign to achieve full public investment disbursement

QUẢNG NGÃI — Quảng Ngãi has launched a 100-day campaign to achieve 100 per cent disbursement of its 2026 public investment plan, as the province steps up efforts to accelerate projects and boost economic growth.

Chairman of the Quảng Ngãi Provincial People’s Committee Nguyễn Đức Tâm chaired a meeting on September 9 to review public investment disbursement during the first eight months of 2026 and discuss key tasks for the remaining months of the year.

According to the Provincial Department of Finance, by September 3, the province had disbursed about VNĐ3.113 trillion, equivalent to 38.8 per cent of the public investment capital assigned by the Prime Minister and 40.3 per cent of the plan after the province implemented a 5 per cent saving in local budget expenditure.

The slow disbursement was attributed to difficulties in site clearance, prolonged procedures for ODA-funded projects, delayed allocation of capital for national target programmes and outstanding projects transferred from former district-level administrations.

Shortages of construction materials, including sand, stone and filling soil, have also affected project implementation.

Concluding the meeting, Chairman Nguyễn Đức Tâm said the province’s public investment disbursement rate remained low while the time left in 2026 was limited and the rainy and stormy season was approaching.

He called on all levels and sectors to make every effort to achieve the target of 100 per cent disbursement of the 2026 public investment plan, stressing that public investment is an important driver of the province’s economic growth.

Under the 100-day campaign, provincial agencies, local administrations and project owners are required to strengthen responsibility, tighten discipline and closely monitor project progress.

Project owners were asked to work proactively with contractors, mobilize sufficient human resources and equipment, and accelerate construction.

For eligible projects, construction should be organized on a three-shift, four-team basis to make full use of available time.

The Chairman also called for faster site clearance through closer coordination with local residents and urged the development of suitable centralized resettlement areas to ensure timely handover of sites.

The Department of Finance was assigned to regularly update disbursement rates for each project owner and project and report to provincial leaders for timely direction and resolution of emerging difficulties.

Chairman Nguyễn Đức Tâm stressed that achieving full public investment disbursement must be considered an urgent and key task through the end of 2026, requiring concerted efforts and the mobilization of all available resources.
