HÀ NỘI — Prime Minister Phạm Minh Chính on January 12 chaired the first meeting of the National Steering Committee on Data, with localities nationwide joining via online links.
Quảng Ngãi Province participated through its provincial hub, chaired by Vice Chairman of the Provincial People’s Committee Trần Phước Hiền.
At the meeting, the Prime Minister announced the decision establishing the National Steering Committee on Data.
The committee is tasked with advising the Government and the Prime Minister on orientations and solutions for national data strategies, policies and mechanisms; the development of national and sectoral databases; and the integration, synchronisation, storage, sharing, analysis and coordination of data across the national integrated database system.
It will also handle major cross-sectoral data-related issues.
Participants discussed key matters, including the committee’s operating regulations; its 2026 work plan aligned with the responsibilities of ministries, sectors and localities; improvements to the legal and policy framework for data; development and connectivity of national data infrastructure; enhancement of data quality and data use; protection of national data sovereignty; inspection and supervision of database development; as well as international cooperation, communications and data workforce development.
The meeting also reviewed the implementation of mandatory data connection and sharing under Government Decree No. 278/2025/NĐ-CP dated October 22, 2025, the National Public Service Portal, the development of the data economy, the national data exchange, and the national data architecture framework.
Regarding the proposed National Data Ranking Criteria, the Ministry of Public Security — the standing body of the committee — suggested five core groups of indicators: data infrastructure and platforms; data governance and quality; data use and value creation; data policies and human resources; and information safety and data security.
A pilot ranking is planned for 10 ministries and 10 localities in 2026, ahead of nationwide application from 2027.
As of now, nine provinces and cities have established provincial-level data steering committees.
The National Steering Committee on Data requested the remaining localities to complete their establishment by January 2026.
In Quảng Ngãi, the Chairman of the Provincial People’s Committee signed Decision No. 1681/QĐ-UBND on November 28, 2025, to establish the provincial Data Steering Committee, chaired by the provincial chairman, with the provincial police serving as its standing body.
Concluding the meeting, Prime Minister Phạm Minh Chính stressed that digital data is becoming a key factor of production and a vital resource for socio-economic development, underpinning the digital economy.
High-quality, accurate, clean, interoperable and shared data, he said, is essential for developing artificial intelligence, digital government, digital economy and digital society — and a key driver for Việt Nam’s ambition of achieving double-digit economic growth in the coming period.
The Prime Minister called for five major breakthroughs in digital data development: institutions and policies; data infrastructure linked with autonomous AI; data human resources; national and sectoral databases; and the development of a data ecosystem and data economy.
He urged ministries and localities to act decisively, ensure coordinated implementation, and adhere to clear timelines, placing people and businesses at the centre while safeguarding data security.
