National conference reviews health sector performance in 2025 and 2021–2025 period

HÀ NỘI — The Ministry of Health on December 29 held a national conference to review health sector performance in 2025 and the 2021–2025 period, outline orientations for 2026–2030, and roll out key tasks for 2026.

Addressing the conference, Minister of Health Đào Hồng Lan noted that the 2021–2025 period was marked by rapid, complex and unpredictable global developments, particularly the COVID-19 pandemic.

Despite these challenges, with close guidance from the Party and State, strong direction from the Government and the Prime Minister, and effective coordination among ministries and localities, the health sector gradually stabilised and achieved many important results, thanks largely to the dedication of healthcare workers nationwide.

In 2025, the health sector met and exceeded most targets assigned by the National Assembly and the Government. It fulfilled all three major socio-economic indicators set by the National Assembly and eight out of nine sector-specific targets under Government resolutions.

A key highlight was the health insurance coverage rate, estimated at 95.15 per cent, surpassing the 95 per cent target.

Human resources and healthcare infrastructure indicators also met targets, with 15 doctors per 10,000 people and 34.5 hospital beds per 10,000 people.

According to the Ministry of Health, public healthcare quality continued to improve.

Average life expectancy at birth reached 74.8 years, exceeding the target of 74.7 years.

Public satisfaction with healthcare services was estimated at over 90 per cent, well above the initial target of more than 80 per cent.

More than 90 per cent of the population has been covered by electronic health records, laying the groundwork for comprehensive healthcare digital transformation.

In population and child health, the sex ratio at birth was kept under control at 111 boys per 100 girls.

Child mortality indicators were reduced below prescribed thresholds, with infant mortality at 11 per 1,000 live births and under-five mortality at 16.6 per 1,000 live births.

Social protection for vulnerable groups was also ensured, with over 91 per cent of disadvantaged people with disabilities and elderly individuals receiving timely social assistance and care.

However, the minister acknowledged remaining challenges, including the under-five stunting rate, estimated at 17.8 per cent, which has yet to meet the target of below 17 per cent.

Healthcare workforce shortages persist in some localities, particularly at grassroots level, in both quantity and quality, while incentive policies remain inadequate.

Domestic capacity for producing medicines and medical equipment also remains limited and dependent on imports.

Minister Đào Hồng Lan urged the health sector to thoroughly implement the Party’s major orientations and policies, especially Resolution No. 72-NQ/TW of the Politburo and Resolution No. 282/NQ-CP of the Government.

She called for continued institutional improvement, stronger legal frameworks, enhanced medical service capacity, streamlined and efficient organisational structures aligned with the two-tier local government model, accelerated digital transformation, and development of high-quality healthcare human resources.
