Vision and Targets
By 2030, the province aims to:
Reach 16,000–17,000 active enterprises, equivalent to 12 businesses per 1,000 residents.
Cultivate at least one large enterprise engaged in global value chains.
Achieve annual private sector growth of 10–12 per cent , higher than overall economic growth.
Ensure the private sector contributes 55–56 per cent of GRDP, 35–40 per cent of total state budget revenue, and creates jobs for 84–85 per cent of the workforce.
Increase labor productivity by an average of 8.5 per cent annually.
Place Quảng Ngãi among the top 15 provinces nationwide in technology capability, innovation, and digital transformation.
Looking ahead to 2045, the private sector will actively participate in global production and supply chains; reach at least 25,000 enterprises; and contribute over 60 per cent of GRDP.

Encourage a shared vision and national aspiration for private sector growth.
Improve institutions and policies to protect property rights, ensure business freedom, promote fair competition, and enforce contracts effectively.
Improved Access to Resources
Facilitate private sector access to land, capital, and high-quality human resources. Expand production space and diversify financial sources to support business development.
Promote science, technology, digital and green transformation, and sustainable business practices.
Foster strong connections between private enterprises, SOEs, and FDI enterprises.
Support the rapid formation of medium and large enterprises and regional or global-scale private conglomerates.
Enhance awareness and capacity building for entrepreneurs and business households to promote integrity, cultural identity, and environmental responsibility.
Encourage public service-minded business practices and respect for the law.
Government officials and public servants are urged to proactively resolve business obstacles, build genuine and supportive relations with enterprises, and promptly report challenges beyond their authority.
Entrepreneur Support & Recognition
Organize business weeks and events to honor entrepreneurship and promote business values.
Mobilize successful entrepreneurs to mentor younger generations.
Share experiences, and inspire start-up culture.
Highlight exemplary business models and practices.
Enhance the role and effectiveness of business associations in protecting legal rights and interests of enterprises.
Encourage active participation in policy formulation, monitoring, and implementation of support programs.
Implementation Coordination
Provincial departments, agencies, district-level authorities, and central bodies operating in Quảng Ngãi are tasked with developing tailored implementation plans.
They must ensure alignment with current regulations and local realities.
Any issues or obstacles during implementation must be promptly reported to the Department of Finance for consolidation and submission to the Provincial People’s Committee.
